This event is held every 10 years to collect comprehensive information on the fields of agriculture , forestry, fisheries and the current status of rural development in Vietnam.

On June 7, 2024, the Prime Minister issued Decision No. 484/QD-TTg on organizing the 2025 Rural and Agricultural Census. This survey is of particular importance in the context of Vietnam accelerating the process of transforming agriculture and rural areas towards modernity and sustainability. The collected data platform will play a key role in policy making, analyzing development trends, serving national target programs and meeting international integration requirements.

The 2025 Rural and Agricultural Census aims to collect basic information on agriculture, forestry, fisheries and rural areas, in order to achieve the main objectives.

Firstly, assess the current situation and analyze changing trends, develop plans and strategies for sustainable development for rural areas and the agriculture, forestry and fishery sector, thereby improving people's living standards.

Second, to serve research on the scale and structure of rural labor and labor in the agriculture, forestry and fishery sectors; to assess changes in rural infrastructure and the implementation of related national programs and goals.

Third, build an in-depth database on rural areas and agriculture, forestry and fisheries to serve research and serve as a basis for sampling for annual surveys. This census will cover all households engaged in agriculture, forestry and fisheries, including self-producing households, hired households, production farms and rural areas in general.

Information will be collected according to two main time points: statistical indicators by point in time will be based on actual data as of July 1, 2025, and statistical indicators by period will be based on data arising in the 12 months prior to the survey, or official data in 2024, or as specifically specified in each survey form.

Compared to previous censuses, the 2025 Rural and Agricultural Census has many notable improvements. The amount of information collected has increased significantly compared to 2016, in order to better meet the information needs of management levels on the current situation of agriculture, farmers, rural areas and the structural transformation of the sector. The scope of collection has also been expanded to cover all crops and livestock of households, not limited to a few main types as before.

The survey form was also supplemented to assess the performance of farms and collect information from enterprises, cooperatives, and cooperative unions. The collection method was also innovated with the application of household list forms, which helps to collect more complete and cost-effective information, while providing data on labor and non-agricultural occupations of households.

In addition, information from farm and household questionnaires will be linked, improving the quality of analysis and report compilation. The 2025 Rural and Agricultural Census also prioritizes the exploitation of existing administrative data and survey data to minimize direct field data collection, while applying electronic survey forms (CAPI and Webform) and online data management to control the progress and quality of the survey, enhance accountability and shorten the collection time. Technologies such as machine learning are also applied to check and complete data, along with the use of digital maps in some stages.

Currently, the General Statistics Office ( Ministry of Finance ) is actively preparing for the survey plan, human resources and technological equipment. Training on survey forms was organized in February 2025 for statistical officers nationwide.

The Statistical Offices are urgently carrying out the work of compiling household lists, an important step in dividing the survey areas and selecting enumerators. The time for collecting household list information in urban areas starts from March 1, 2025 and in rural areas from May 1, 2025.

The 2025 Rural and Agricultural Census is not only a statistical activity but also a comprehensive and scientific review of the situation of rural and agricultural areas in Vietnam. The results of this survey will provide an important basis for building sustainable, effective and practical development policies. The cooperation of each citizen in providing accurate information will contribute to creating a comprehensive picture of rural areas in Vietnam, serving the overall development of the country.
