Pioneering in promoting global cooperation to protect cyberspace

The signing ceremony of the “United Nations Convention against Cybercrime” with the theme “Fighting Cybercrime - Sharing Responsibility - Looking Towards the Future” will be held in Hanoi on October 25-26.

This Convention, adopted by the United Nations General Assembly in December 2024, is the first legal framework at the global level, responding to the urgent need for international cooperation in promoting the rule of law in cyberspace, and is the basis for functional forces to respond more quickly to threats aimed at individuals, businesses, and governments of countries.

In the context of cybercrime increasing in scale and complexity, with the damage caused by cybercrime forecast to reach 10,500 billion USD in 2025 - exceeding the GDP of most developed economies , the United Nations' adoption of the Convention and the selection of Hanoi as the venue for the signing ceremony, as affirmed by President Luong Cuong, "is a vivid demonstration of the sense of responsibility of nations in protecting cyberspace - the common property of all mankind".

The opening ceremony for the signing of the Convention held in Hanoi also shows the international community's recognition of Vietnam's persistent efforts in ensuring cyber security in particular and promoting multilateral cooperation to respond to global challenges in general.

For Vietnam, hosting the signing ceremony of this Convention continues to strongly affirm that Vietnam considers combating cybercrime as one of the priorities in its national security policy, and actively participates with the international community in the fight against cybercrime. Evidence of this is that Vietnam is proactively reviewing, amending and promulgating new laws related to cyber security, personal data protection and information security to ensure compatibility with international standards.

Most notably, at the upcoming Tenth Session, the National Assembly will consider and pass the Cyber ​​Security Law project - a bill built on the basis of merging the 2015 Law on Cyber ​​Security and the 2018 Law on Cyber ​​Security, inheriting the provisions that have proven the effectiveness of these two laws and adding many new contents to create a clear and transparent legal framework, meeting the requirements of managing and protecting cyberspace in the new situation.

This draft law is expected to improve the effectiveness of cyber security activities, closely combine measures to protect information systems, personal data, prevent cyber attacks with solutions to ensure national security in cyberspace; protect legitimate rights, promote a safe digital environment, and develop a sustainable digital economy. At the same time, it will improve the mechanism for monitoring, warning, and responding to cyber security risks and incidents, protect important national information systems, enhance the capacity to prevent and overcome the consequences of cyber attacks, meet the requirements of international integration, in line with international commitments and standards on cyber security, promote research, technology development, and enhance Vietnam's competitiveness in the field of cyber security.

Previously, at the 46th ASEAN Inter-Parliamentary Assembly held in Malaysia, Vietnam proposed a draft Resolution on “Strengthening inter-parliamentary cooperation to contribute to strengthening ASEAN’s efforts to prevent and combat cybercrime”. This Resolution was highly appreciated and approved by the AIPA General Assembly, serving as a basis for national parliaments to strengthen cooperation, improve institutions, and promote efforts to prevent and combat cybercrime.

Following those practical actions, the upcoming Convention signing ceremony is also expected to be a platform to promote dialogue, share experiences, strengthen partnerships between governments, international organizations, and the private sector; become a forum to promote the implementation of the United Nations Convention and global cooperation in combating cybercrime; open up prospects for extensive cooperation in technology transfer, human resource training, technical support in preventing and combating cybercrime, etc.

It can be seen that Vietnam is not only an active member of the international community, but is also demonstrating a pioneering role in promoting global cooperation to protect cyberspace, affirming the country's position and prestige in the digital age.
