Tien Phuoc District People's Committee said that according to the 2024 public investment plan assigned by the district at the beginning of the year (in Decision No. 4747, dated December 19, 2023 of the Provincial People's Committee), it is 158,897 billion VND; of which, the central budget is 30,664 billion VND, the provincial budget is 54,53 billion VND, and the district budget is 73,703 billion VND.
During the year, the Provincial People's Committee added more than 41.1 billion VND; the district budget added 36.539 billion VND from increased revenue and expenditure savings. Thus, the total investment capital of the district in 2024 by August 30, 2024 is 236.573 billion VND; the District People's Committee has allocated 202.282 billion VND, reaching 86%.
However, like many other localities in the province, Tien Phuoc is facing difficulties in disbursing investment capital, as by August 30, 2024, only more than VND 98 billion (out of a total capital of VND 236,573 billion) was disbursed, equal to 41.4% of the plan.
In order to speed up the disbursement of public investment capital in 2024, the People's Committee of Tien Phuoc district said it will direct a focus on reviewing and evaluating the progress and results of disbursement; strictly reviewing and handling collectives and individuals related to the slow disbursement due to subjective reasons.
Strive to disburse more than 60% by September 30; disburse more than 90% by December 31, 2024 (of which the 2023 capital plan is allowed by competent authorities to extend disbursement to reach 100%); disburse 100% of the 2024 capital plan by January 31, 2025.
To achieve the above goal, the District People's Committee requested agencies and departments to shorten the time for reviewing documents and procedures as much as possible. Investors reviewed projects that did not have any problems with the site but had a low disbursement rate to focus on payment settlement as soon as the volume of work was completed.
The whole district has stepped up propaganda and mobilization of people, promoting the role of mass mobilization in site clearance. For completed works and projects put into use, promptly prepare documents and procedures to submit to the settlement appraisal agency according to regulations, not to let settlement backlog arise...
Tien Phuoc District People's Committee said that through review, the locality's basic construction debt is very large, about 76,023 billion VND, while the district's budget resources are limited, land exploitation progress is slow, and mobilizing non-budgetary resources is difficult.
The district government proposed that the Provincial People's Committee, the Department of Planning and Investment, and the Department of Finance consider supporting the district with part of the budget to pay debts, pay off the volume, speed up the progress of projects that have been settled, have large debts, and urgent projects that need investment.
