The objective of the Project for the Construction of the Western Sea Dike from Cai Doi Vam to Kinh Nam and the Embankment for Coastal Erosion Control in Critical Sections from Song Doc Estuary to Bay Hap Estuary, Ca Mau Province (the Project) is to construct 19 km of the Western sea dike from Cai Doi Vam to Kinh Nam to combat erosion, promote sedimentation, and create beaches, thereby protecting and aiming to plant more than 2,000 hectares of coastal protection forest in the Western area from Song Doc Estuary to Bay Hap Estuary. This will contribute to ensuring the safety of the sea dike and 15,000 hectares of land in Phu Tan and Tran Van Thoi districts under the impact of waves, storms (level 9), and sea level rise. In addition, more than 11 km of breakwaters will be constructed to reduce waves, prevent coastal erosion, promote sedimentation, and create beaches, thereby protecting, restoring, and developing the coastal protection forest belt, protecting the Western sea dike and coastal residential areas in the two districts of Tran Van Thoi and Phu Tan. The construction of the western sea dike in Ca Mau province and the coastal road connecting Cai Doi Vam town to Kinh Nam will be completed, creating favorable conditions for socio-economic development, tourism, and services in the region.

This project simultaneously supports livelihoods in five coastal communes of Phu Tan and Tran Van Thoi districts, contributing to livelihood creation through income diversification, credit support, improved knowledge of climate change and skills in aquaculture and marine fisheries, reducing dependence on coastal fishing activities; protecting and restoring coastal mangrove ecosystems, and protecting the environment in Song Doc town, Tan Hai commune, Cai Doi Vam town, Rach Cheo commune, and Nguyen Viet Khai commune.

The total area for the project is 146.86 hectares, comprising two main components: the Western sea dike, covering 144 hectares, and the seawall along the coastal water surface, covering 2.86 hectares. Of this, 21.25 hectares are mangrove forest requiring land-use conversion.
