On the afternoon of December 5th, at the headquarters of the Ministry of Agriculture and Environment , Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep received Mr. Shantanu Chakraborty, Country Director of the Asian Development Bank (ADB) in Vietnam.
Accordingly, the Ministry of Agriculture and Environment has received a confirmation letter for a $2 million aid grant to address the consequences of recent natural disasters in Central Vietnam. This aid, disbursed from the Asia-Pacific Disaster Response Fund (APDRF), aims to help people severely affected by floods in Central Vietnam recover their lives.

Deputy Minister Nguyen Hoang Hiep stated that the Prime Minister is particularly concerned about post-disaster recovery efforts.
"This year has been one of the most severe and unusual years in history in terms of natural disasters. In terms of the extent of damage, this year has also been the most devastating," he affirmed.
According to the Deputy Minister, although it was previously stated that the damage had "peaked" after Typhoon Yagi in 2024, this year's damage reached 99.1 trillion VND, equivalent to more than 4 billion USD, about 20% higher than in 2024. This figure is only a preliminary statistic and does not include the material damage suffered by individual households.
The aid from the ADB is expected to be used to build and repair houses for families whose homes were destroyed or severely damaged by natural disasters, in line with the spirit of the "Quang Trung Rapid Campaign" launched by the Vietnamese Government.

The government is focusing on implementing solutions to mitigate the consequences of the storms and floods. The goal is to complete repairs to houses with damaged roofs and other structural damage, and to finish rebuilding houses that have collapsed, before the Lunar New Year.
In addition, a major task is to quickly restore production activities, including agricultural production and other business activities.
ADB Country Director for Vietnam, Shantanu Chakraborty, expressed his deepest condolences to the people of Central Vietnam for the losses suffered due to prolonged heavy rains and floods. He affirmed that the emergency aid from the Asia-Pacific Disaster Response Fund (APDRF) is a testament to ADB's commitment to working alongside Vietnam in disaster response and supporting people in overcoming difficulties as soon as possible.
"We want to act quickly to rebuild better and strengthen resilience as climate change is becoming increasingly severe," the ADB leader expressed his hope to deliver support to people as soon as possible.
Looking back at the relief efforts following Typhoon Yagi in 2024, Mr. Chakraborty reported that aid for Typhoon Yagi reached nearly 15,000 people in Lao Cai, Yen Bai, and Cao Bang provinces, providing essential support to those affected by the storm.

ADB looks forward to working with the Ministry to ensure this year's funding has an impact equivalent to, or even greater than, the funding provided for Typhoon Yagi.
In response to the ADB leader, the Deputy Minister stated that in Gia Lai province alone, there are still over 650 houses that need to be rebuilt, at a cost of approximately 170 million VND per house. He pledged to build houses that are sturdy and resistant to storms and floods, ensuring sustainability.
"We are committed to using the support resources effectively, while learning from last year's experience to expedite progress and minimize delays in procedures," he emphasized.

Deputy Minister Nguyen Hoang Hiep expressed gratitude for ADB's timely attention and support, affirming that this emergency international aid is of great significance, necessary and timely, contributing to helping people in flood-affected areas overcome the consequences and quickly stabilize their lives.
In the coming period, the necessary procedures for approving the aid will be signed between the relevant agencies of Vietnam and the ADB, and the aid will be implemented within 6 months from the date of signing.
Through the Disaster Risk Reduction Partnership (DRRP) mechanism, international organizations have been working closely with the Ministry of Agriculture and Environment through the Department of Dike Management and Disaster Prevention. This is an important cooperation channel, ensuring the connection between the Vietnamese Government and development partners, thereby enhancing the capacity to prevent and adapt to increasingly extreme natural disasters.
