Resolution No. 80-NQ/TW dated January 7, 2026, of the Politburo on the development of Vietnamese culture (Resolution 80) sets the general goal: “To promote the building and development of an advanced Vietnamese culture, rich in national identity; unified in diversity; possessing national characteristics, democratic, humane, scientific, and modern.” In Lao Cai, this spirit is concretized through determination and efforts in preserving and promoting the cultural identity of ethnic groups.

The spirit of Resolution 80 clearly states that building and developing culture must truly become a solid foundation, an intrinsic strength of the nation, and a regulating system for the rapid and sustainable development of the country, aiming towards the goal of 100 years since the founding of the Party and 100 years since the founding of the nation. The Resolution emphasizes the viewpoint of "developing culture on par with politics , economics, and society."

In the context of globalization and the explosion of digital technology , Resolution 80 emphasizes the need to "focus on preserving and promoting the traditional values ​​and fine cultural identities of ethnic minorities," linked to the orientation of "transforming heritage into assets." For a mountainous, border province like Lao Cai, where 34 ethnic groups live together, this orientation is of particular importance, continuing to guide the development of local culture in this new historical period.

During the period 2020-2025, Lao Cai province clearly identified and focused its leadership and direction on the task of preserving and promoting the cultural identity of ethnic groups. This is both a way to safeguard the spiritual foundation of society and an endogenous resource for sustainable development. With determination, effort, and focused leadership, the effective exploitation of the potential and strengths of ethnic cultures has helped Lao Cai achieve many outstanding results with widespread impact.

The 34 ethnic groups in Lao Cai have created a rich treasure trove of cultural heritage, including 1 special national-level historical site, 34 national-level historical sites, 172 provincial-level historical sites, 56 intangible cultural heritage items on the National List of Intangible Cultural Heritage, 3 national treasures, 4 intangible cultural heritage items representing humanity, and nearly 30,000 documents and artifacts. Notably, Lao Cai is one of the few localities leading the country in the number of national intangible cultural heritage items, with 56.

Building on this strength, the province has focused on implementing the Program for the Sustainable Preservation and Promotion of Vietnamese Cultural Heritage Values ​​for the period 2021-2030. Restoration, repair, and preservation of historical sites have been carried out not only with state budget funds but also with the active participation of organizations and individuals.

Following the trend of the times, Lao Cai is implementing many scientific projects on the digital transformation of artifacts, digitizing national-level historical relics and national-level relics, and developing virtual reality museum software… Through these efforts, cultural heritage is protected, its value is promoted, and it truly becomes the spiritual foundation of society, a driving force for human development, and an important resource for tourism development.

The First Congress of the Lao Cai Provincial Party Committee, for the 2025-2030 term, assessed: "The province's tourism products and services, such as sightseeing, relaxation, ecotourism, spiritual tourism, cultural tourism, and traditional festivals, have experienced strong recovery and development," while affirming that "the natural potential and cultural identity of ethnic groups in Mu Cang Chai, Tram Tau, Nghia Lo, Bac Ha, Y Ty, Nghia Do... have increased the attractiveness and competitiveness of the local tourism industry."

By 2025, Lao Cai is expected to welcome over 10.5 million tourists, generating 46,455 billion VND in tourism revenue, 2.4 times higher than in 2020. These figures clearly demonstrate the local government's efforts to "transform heritage into assets."

For example, the Mong Style Brocade Embroidery Cooperative in De Thang village, Mu Cang Chai commune, has exported over 500 types of brocade products to the US, Laos, Japan, Thailand, and France, with total revenue exceeding 600 million VND in 2025. Combining traditional brocade weaving with ingenuity and creativity, the five members of the cooperative earn over 100 million VND per person per year.

When people have stable and better lives based on their own traditional cultural values, they will proactively preserve and promote them most effectively and sustainably. At that point, each citizen becomes a creative subject, an inspirer, and a nurturer of the cultural heritage.

The guiding principle of "Loc Cai's cultural and human strengths as an endogenous resource and driving force for development" has been concretized by the Lao Cai Provincial Party Committee through Project No. 14 on "Preserving and promoting the cultural identity and human values ​​of Lao Cai to meet the requirements of integration and development in the period 2026 - 2030".

With the strategic direction of Resolution 80, along with its resilience and spirit of innovation and creativity, Lao Cai will continue to extend its cultural heritage, "transforming heritage into assets," and building the province to develop in the direction of "Green, harmonious, distinctive, and happy."
