At the meeting, delegates gave their opinions on the completion of draft documents to be submitted to the 14th National Party Congress, including: Political Report; Report summarizing 40 years of renovation; Report summarizing 15 years of implementing the Party Charter. The opinions were basically in agreement with the major issues raised in the draft reports, and at the same time had specific and profound comments, contributing to the continued completion of the draft documents.
Concluding the meeting, General Secretary To Lam affirmed that after receiving comments at the meeting, the draft documents were qualified to be sent to Party congresses at all levels for comments. This is also a very important document for all levels, sectors and localities to use as a basis for building, supplementing and perfecting the documents of their congresses.
Praising the efforts of the 14th Party Congress Subcommittees in the past time, the General Secretary requested the Standing Committee of the Document Editing Team, the Document Subcommittee, the Standing Committee of the Party Charter Subcommittee of the 14th Congress and the Standing Committee of the Steering Committee for the summary of 40 years of innovation to urgently complete the draft documents on the basis of fully absorbing the opinions of the Politburo, the Secretariat and the opinions at the meeting, to report to the Standing Committee of the Secretariat before sending them to units and localities on July 31, 2025. The documents need to be carefully reviewed in terms of wording and expression, ensuring they are concise, easy to understand, easy to remember and easy to implement.
The General Secretary emphasized that although the draft documents have been further improved, there is still much work to be done to ensure that the documents are of high quality, truly a beacon of light and a guide for action for the entire Party. Therefore, in parallel with soliciting comments at Party congresses at all levels, the Standing Committees of the 14th Party Congress Subcommittees and the Standing Committee of the Steering Committee for the 40-year review of innovation need to continue to proactively research, review, update, supplement and perfect the draft documents.
This is a process of continued awareness and listening and needs to be done regularly and continuously, without waiting until after fully collecting the opinions of all sectors and levels because there is not much time left.
Regarding the draft action program to implement the Resolution of the 14th National Party Congress, the General Secretary said that it must be highly general, and at the same time very specific regarding the contents and work that needs to be done immediately.
The General Secretary requested the Standing Committee of the Socio-Economic Subcommittee to coordinate with the Government Party Committee to direct the Party Committee of the Ministry of Finance to review the contents of the report, especially in the action program to implement the Resolution of the 14th National Party Congress, in which it is necessary to calculate the ability to mobilize resources, the ability to meet capital sources, and the conditions to organize and well implement the proposed projects, programs, and works.
At the same time, units need to clearly identify which tasks to do first and which tasks to do later to bring about the highest efficiency and stability for development; prioritize a number of key projects with leading characteristics, avoiding the situation of spreading out leading to inadequate resources. This is the important content to ensure the feasibility and actionability of the documents of this Congress. The Party Central Office coordinates with agencies to continue reviewing the content of the (new) Political Report and action programs, identifying the contents and tasks that can be implemented in 2025, creating a foundation for immediate implementation after the Congress approves.
The General Secretary pointed out that time is very urgent, the work is very difficult, the 14th Party Congress Subcommittees and the Steering Committee for the 40-year renewal review must concentrate their efforts and intelligence with the highest effort to complete the set work goals. This is pressure but also an opportunity to put new initiatives, ideas and directions into practice, promoting development at a high speed.
