VICASA - VNSTEEL Steel Joint Stock Company (VCA) has just sent a document to HoSE informing about the factory relocation plan as well as the ability to complete the 2025 business plan.
According to VCA, the company recently received an administrative penalty decision from the People's Committee of Dong Nai province for not having an environmental license.
The reason is that the company is subject to relocation from Bien Hoa I Industrial Park according to the province's policy of changing its function, so the authorities did not grant the company an environmental license.
Based on the penalty decision, VICASA - VNSTEEL is forced to temporarily stop producing finished steel products and steel billets. Currently, the company is still maintaining sales activities and consuming inventory products. However, the prolonged suspension of production makes it difficult for the company to complete the business plan targets for 2025.
However, VICASA - VNSTEEL said it is actively working with authorities to remove difficulties and restore production, although the possibility of resuming production is very low.
Regarding the issue of factory relocation, VICASA - VNSTEEL said it has proposed relocation options to Vietnam Steel Corporation - Joint Stock Company, the unit that owns 65% of the company's shares, to seek opinions.

Electricity price increase needs to consider inflation
Electricity output across the national grid will increase by only 3% year-on-year in the first half of 2025, according to estimates from the Ministry of Industry and Trade.
In a recently released electricity industry update report, SSI Securities Investment Analysis and Consulting Center (SSI Research) said that when consumption demand only increases slightly, the risk of power shortage is lower. Electricity supply is sufficient to meet demand during this period, without the need to run on oil to generate electricity.
Typically, oil-fired electricity costs more than gas and coal-fired electricity, putting additional financial pressure on Vietnam Electricity Group (EVN), according to SSI Research.
Also according to SSI Research, the average electricity market price (FMP) in the first 5 months of 2025 reached only 1,276 VND/kWh (down 18% over the same period), lower than the previous forecast.
The main reasons are that EVN's hydropower mobilization increased compared to the same period (opposite to thermal power), capacity price (CAN) decreased compared to the same period and electricity demand was lower than expected.
In addition, the report stated that the increase in electricity prices will continue to be a supporting factor for the successful implementation of the Power Plan VIII, but the impact on inflation and the economy in general needs to be considered.
Recently, EVN increased the average retail electricity price by 4.8% to VND2,204/kWh in May 2025.
