To complete the plan to rearrange commune-level administrative units in Ca Mau province to submit to competent authorities for approval, this afternoon (April 16), Provincial Party Secretary Nguyen Ho Hai, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien, Deputy Secretary and Chairman of the Provincial People's Committee Pham Thanh Ngai chaired the Provincial Party Committee Conference to give opinions on the Project to rearrange commune-level administrative units.

According to the Proposal for approval on the Project on rearranging commune-level administrative units in Ca Mau province, the whole province currently has 100 commune-level administrative units. Based on the review of criteria according to Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee, Ca Mau province has 31 units that meet the standards and do not need to be rearranged, and 69 units that do not meet the standards and must be rearranged. However, the Provincial Party Committee Standing Committee still proposed rearrangement for some cases to reduce the number of communes according to regulations, promote potentials, advantages, and expand the development space of localities in the short and long term. Communes in Ca Mau province have an area of 30 km2 or more, with a population of 16,000 people or more; wards in Ca Mau province have an area of 5.5 km2 or more, with a population of 21,000 people or more.
Previously, on April 15, based on the review of criteria and directions of the Central Government, the Standing Committee of the Provincial Party Committee agreed to propose a plan to reduce the number of commune-level administrative units by 61%. Accordingly, after the reorganization, Ca Mau province will have 39 commune-level administrative units, including 35 communes and 4 wards.
Chairman of the Provincial People's Committee Pham Thanh Ngai approved the plan to rearrange administrative units in Ca Mau province.
Specifically, Ca Mau city will be arranged into 4 wards; Dam Doi district will be arranged into 7 communes; U Minh district will be arranged into 4 communes; Ngoc Hien district will be arranged into 3 communes; Tran Van Thoi district will be arranged into 5 communes; Thoi Binh district will be arranged into 5 communes; Nam Can district will be arranged into 3 communes; Phu Tan district will be arranged into 4 communes; Cai Nuoc district will be arranged into 4 communes.
Speaking at the conference, many delegates said that the goals of naming localities need to consider historical factors, naming must be true to historical figures in the locality, thereby creating a basis foreducating traditions for the younger generation, as well as creating consensus among the people.
There are also opinions that the names should be kept as they were before, because they have become familiar and the place names have entered the subconscious of many people. In addition, the arrangement of administrative boundaries must follow appropriate factors, creating favorable conditions for the people.
Basically, the Provincial Party Executive Committee highly agreed with the contents of the Proposal of the Provincial Party Standing Committee on the project to arrange commune-level administrative units of Ca Mau province, with 39 commune-level administrative units, as well as the names and boundaries of the administrative centers. At the same time, the Executive Committee also passed the resolution.
Delegates voted to pass the Resolution on the arrangement of commune-level administrative units.
Speaking at the conference, Comrade Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee, said that the contents contributed at the conference were very appropriate and very accurate, and emphasized: The Party Committee, army and people of the province are facing a new historical mission, with many major changes in the apparatus at all levels. In particular, the project to rearrange the administrative units of Ca Mau province is one of the key tasks that need to be implemented quickly, ensuring efficiency and effectiveness. After receiving high consensus from the Provincial Party Committee, I hope that this plan will be completed by the Standing Committee so that the Provincial Party Committee and People's Committee can direct the next steps quickly. The time from now until the completion of the arrangement is very short, but the workload is very large, but that does not mean delaying the work, must create the most favorable conditions for people to come to work without interruption, while absolutely ensuring national security and defense, not allowing hostile forces to sabotage. Besides, we must seriously grasp the direction of the General Secretary that there should not be a single place or a single day without an empty government, to ensure that activities take place normally and continuously.
Also in the conference program, delegates were informed and thoroughly grasped the main contents of Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee on the 11th Conference of the 13th Party Central Committee; Conclusion No. 150-KL/TW dated April 14, 2025 of the Politburo on guidelines for developing personnel plans for provincial-level Party committees subject to consolidation, merger and newly established commune-level Party committees; Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Party Congress; Plan No. 47-KH/BCĐ dated April 14, 2025 of the Central Steering Committee on the arrangement and merger of provincial-level and commune-level administrative units and the organization of a 2-level local government system.
