Lesson 1: Comprehensive change in thinking, vision, and perception

The political apparatus was born from the people and to serve the people. The political apparatus is not a place for cadres and civil servants to form cliques to protect personal interests. For that reason, the revolution in streamlining the apparatus is ultimately a revolution to change the working attitude and improve the public ethics of cadres and civil servants. That apparatus does not have cadres who are cold, indifferent, and individualistic, but know how to improve themselves to become devoted public servants, wholeheartedly serving the Fatherland and the people. It is truly the pride of the people, a close friend, and a safe support for the people.

Seize the opportunity to make a revolution to liberate thoughts, promote strong innovation for the future of the country.

Since gaining independence, we have advocated building a democratic, people-friendly, people-respecting and people-respecting civil service. Up to today, all the values ​​of the people-oriented civil service founded by President Ho Chi Minh are still relevant. The revolution to streamline the apparatus that General Secretary To Lam advocated is a continuation of the values ​​that have been affirmed, on that basis creating positive changes in the way the streamlined management apparatus operates with a system of cadres and civil servants trained in high-level qualities, pure civil service ethics, wholeheartedly serving the Fatherland and the people; meeting the requirements of faster and stronger development of the country in the new era.

The current revolution in streamlining payroll and organization will certainly have a profound impact on the entire political and economic life and aspirations of all classes of people, cadres and party members, but as Minister of Home Affairs Pham Thi Thanh Tra said, if each member upholds the sense of responsibility, knows how to take advantage of this opportunity to make a revolution to liberate thoughts, promote strong innovation for the future of the country, the result will be a comprehensive change in thinking, vision, awareness, especially reform, innovation and development - in which the human factor is the center, the driving force for production, bringing the country into an era of brilliant development.

Fight relentlessly to change yourself

The Party Central Committee, the Politburo , and the Secretariat have outlined the path; the Government and all levels are resolutely implementing it; all cadres and party members have absorbed the viewpoints and are determined to implement them. Of course, from the resolution to life, from desire to reality is an extremely arduous journey, requiring fierce struggle within each agency and locality to eliminate the limitations of the apparatus; the inadequacies of the mechanism; legal bottlenecks; and most importantly, the bad habits and vices within each individual.

It is an uncompromising struggle between goodness, morality, sacrifice, and the spirit of self-sacrifice for work, and selfishness, greed, vanity, and local interests. The struggle within each cadre and civil servant is taking place every day, every hour, every minute, every second to protect beauty, improve, and maintain the integrity of the ethics of performing public duties of each cadre and civil servant in public agencies.

At the 30th Anniversary of the Party's Founding, held on January 5, 1960, President Ho Chi Minh affirmed: Our Party is truly great! Our Party is great because since its founding, each Party member and the entire Party have always strived and sacrificed everything for the benefit of the Fatherland, the people, and the proletariat, and not for any other benefit. For that reason, Party cadres must truly be "truly loyal servants of the people". The quality of such cadres must take "virtue" as the core element. The virtue in each cadre and civil servant working in the State apparatus is public service ethics.

In the apparatus operating in the era of development, each individual not only needs to be professionally elite, but must truly be a cadre refined in ethics. Only then can we truly serve the Fatherland and the people sincerely and effectively. Because, in the future, cadres and civil servants at the grassroots level will have a very high level of expertise and professionalism. Those recruited for positions in public agencies will therefore have to especially uphold public ethics, because the amount of work and the field they are in charge of will be related to many people and many important fields.

To do so, the selection, training, and assignment of tasks must be especially transparent and democratic; placed at the “key of the key”. Only cadres, civil servants, and public employees with sufficient qualifications and pure ethics, wholeheartedly serving the people, practicing what they preach, and respecting the law, can survive and develop in the new apparatus of the era of growth.

The more streamlined the apparatus is, the more power the individual in charge has, the more closely it must be supervised and have an appropriate power control mechanism. In the current context, many party members and high-ranking officials in the public authority system have not maintained their qualities, have not complied with the Party's regulations and the State's laws, they have fallen, degenerated, found every way to "torture" the people, embezzled the people's money, stolen from the State, found every way to exploit to enrich themselves, their families, and their clans. Associate Professor, Dr. Nguyen Trong Phuc - former Director of the Institute of Party History (Ho Chi Minh National Academy of Politics), pointed out that: When officials and party members degrade in public ethics, their manifestations are worshiping a lifestyle that emphasizes individualism, enjoyment, profiteering, only caring about profiteering, not caring about collective interests, bureaucracy, distancing themselves from the masses, being indifferent, apathetic, lacking responsibility in the face of difficulties, frustrations and legitimate demands of the people.

The biggest lesson is still to rely on the people.

Only when we can build an administrative apparatus that truly serves the people's legitimate needs and interests; only when those who carry out public duties know how to sincerely respect the people, honor the people, and not be selfish... know how to solve work scientifically and effectively, making the people satisfied and not being bothered... then the goal and purpose of building a streamlined apparatus will be fully meaningful.

The question is, what will we do to help cadres and civil servants in the streamlined apparatus stay away from bad habits and individualism? The answer is that if we do not have strict measures early and from afar in educating cadres and civil servants, individualism can completely infiltrate the new apparatus, destroying the civil service ethics of cadres and the revolutionary ethics of party members. And the greatest loss of cadres and civil servants at that time is the alienation of the people.

Nothing can stop the people's strength. The people have a hundred ears and a thousand eyes, and they know all wrongs. Therefore, the greatest lesson is still to rely on the people. The revolutionary ethics of cadres and civil servants must be built from sincerely listening to the thoughts and aspirations of the people; wholeheartedly and wholeheartedly caring for the lives and interests of the people; uniting and building close relationships with the people... Only by doing so can we receive guidance and comments from the people to gradually perfect the process of cultivating and refining the ethics of revolutionary cadres; and fulfill our mission as servants of the people.

Uncle Ho once pointed out that: When officials use their talent to climb high and dig deep to plunder the country's and people's assets for personal gain, it is truly blameworthy.

So how to build a solid foundation of public service ethics in every office, in every public authority, in every cadre and civil servant so that they can properly carry out their public service responsibilities? This is a question that our Party has been pondering over for many years and has proposed many measures to educate and foster public service culture and ethics for cadres and civil servants in the journey towards a modern, professional, honest administration that best serves the people. The answer is that only when every Party member, every cadre, civil servant, and public employee always sticks close to the people, puts the interests of the people, the country, and the Fatherland above all else; worries about the people's concerns, is diligent, frugal, honest, impartial, and upholds the law all his life, always upholds public service ethics, wholeheartedly serves the Fatherland and the people, the people will be grateful.
