During 4 days (from April 19 to 22), the whole province collected people's opinions on the plan to arrange administrative units at the provincial and commune levels.
Pursuant to Resolution No. 74/NQ-CP dated April 7, 2025 of the Government promulgating the plan to implement the arrangement of administrative units (UDs) and build a model of 2-level local government organization; Resolution 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee; Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025. Lao Cai Provincial People's Committee issued Plan No. 189/KH-UBND dated April 18, 2025 to collect public opinions on the arrangement of administrative units at all levels in Lao Cai province.
The whole province has more than 170 thousand ballots issued, equivalent to the number of voters (household representatives) participating in contributing opinions, the number of valid ballots reached 99.95%. Collecting voters' opinions is identified as one of the important steps, clearly demonstrating the spirit of democracy, openness and transparency in the process of implementing major policies of the Party and State. Thereby, creating favorable conditions for implementing policies of the Party and State in the coming time.

Voters are fully informed about the plan to reorganize administrative units at the provincial and communal levels. The reception, synthesis and reporting of voters' opinions will be carried out seriously, objectively and honestly by local Party committees and authorities.

The policy of reorganizing administrative units aims to streamline the apparatus, improve the effectiveness and efficiency of state management, in line with the requirements of socio -economic development in the new period. This is a task of strategic significance, with long-term impacts on people's lives and the sustainable development of the province. In many localities, the atmosphere of conferences to collect voters' opinions was lively, serious, in accordance with procedures and especially urgent. Voters expressed their interest, consensus and high appreciation for the policy of reorganizing administrative units to streamline the apparatus, improve the effectiveness and efficiency of state management, in line with the requirements of socio-economic development in the new period.

Many dedicated and constructive opinions were directly raised by the people, reflecting the legitimate desire to improve the quality of government services, invest in infrastructure, and develop the locality after the merger. Notably, the people highly appreciated the openness, transparency, and listening to the people's opinions of the authorities at all levels during the process of collecting opinions.
By the end of April 22, 2025, the voter consultation was basically completed seriously and democratically, ensuring progress and quality, honestly reflecting the will and aspirations of the people in Lao Cai province. The whole province had 173,110/175,147 voters agreeing, reaching 98.84% of the votes agreeing to the establishment of Lao Cai province on the basis of merging Lao Cai province and Yen Bai province; 170,662/175,147 voters agreed, reaching 97.44% of the votes agreeing to the establishment of new communes/wards on the basis of merging current communes/wards/towns.
The results of the poll showed that the percentage of voters agreeing with the plan to reorganize administrative units at the provincial and communal levels was very high. Many localities recorded a voter approval rate of over 98%. This is an important step to take the next steps in seriously and democratically implementing the policy of merging administrative units at all levels of the higher level, ensuring progress and quality, honestly reflecting the will and aspirations of the people. This is also a clear demonstration of the consensus and unity in the political system and the people's trust in the major policies of the Party and State./.
