“Patchwork” repair
In early 2025 alone, residents of the first section of TL9 through Phong Thu Ward (Phong Dien Town) have put up barricades to block trucks from passing through the road three times. The reason is that every day hundreds of vehicles carrying soil and rock from construction material mines "pour" here to reach National Highway 1, causing the TL route to deteriorate day by day.
According to the reporter's records at the front line (section Km1+00- Km1+300), the section passing through the houses of residents in My Khanh residential group, Phong Thu ward, has many potholes. The road surface here no longer has the "shadow" of asphalt concrete but is full of sand and soil. Every time vehicles pass by, mud and soil splashes everywhere. Heavy trucks continuously circulate, creating deep, flooded holes, becoming traps for road users. To temporarily fix the problem, many vehicle owners have dumped soil and gravel to "patch" the road, but the more they circulate, the more the temporarily dumped materials sink, piling up on both sides of the road, causing a messy, dusty situation right in front of the houses of residents.
Mr. Hoang Van Hoa (Khanh My Residential Group, Phong Thu Ward) said: TL9 has been in a bad condition for the past 2 years, especially after the expressway project restored the road. During construction, they "borrowed" TL9 to transport materials, but when the project was completed, they restored it too carelessly, poured too thin asphalt concrete, and the roadbed was weak. In addition, in recent years, heavy-duty material trucks from the mines have been running continuously on the route, causing the road to be repaired many times, only to break down again. Frustrated, people have blocked the road several times, and then made minor repairs, but "everything is back to normal". From the beginning of the route to Lai Nganh slope, there are more than a dozen degraded spots like this.
According to our research, the vehicles traveling on TL9 route are mainly vehicles transporting materials from the mines of H.D and CH companies. These vehicles transporting materials all show signs of overloading. In addition, the maintenance, upkeep and restoration of the road surface by the relevant units in the past have been carried out in a "patchwork" and sketchy manner, causing the TL route to deteriorate rapidly.
Mr. Vo Quang Nguyen Tu, Production Workshop Manager, Dong Lam Cement Joint Stock Company, said that the degraded TL9 route has greatly affected the production activities of units as well as local people. For more than two months now, Dong Lam Company has spent its own money to install water spraying equipment to reduce dust on the route. In the long term, the company hopes that the road will be invested in upgrading the entire route to serve production and travel of local people.

Recently, Dong Lam Cement Joint Stock Company sent a document to Hue City Road I Joint Stock Company (the road maintenance unit) requesting early repair of TL9 route from Km8+500 to Km10+000 (according to the old route), i.e. Km1+00-Km1+300. Accordingly, Dong Lam Cement Joint Stock Company said that TL9 section belongs to the first section of the route near residential areas, and has been degraded for many years. People complained and blocked vehicles, but at the end of 2024 and the beginning of 2025, Hue City Road I Joint Stock Company temporarily repaired it with semi-penetrating asphalt (instead of more durable Asphalp concrete), so this road section deteriorated quickly, creating potholes, especially after heavy rains, causing dust to fly into houses, making it unsafe for people and vehicles passing by.
Due to the continued deterioration of the road and the increasing number of heavy trucks, in April and May 2025, people repeatedly brought obstacles to block the road, causing traffic obstruction and congestion. Up to now, the entire TL9 route through 15 households in Khanh My residential area has been increasingly damaged, the largest damaged area is about 1.5mx3m in size, traffic on this section of the road is very difficult, many traffic accidents have occurred due to the uneven road surface. People often block vehicles, causing the risk of traffic congestion and loss of security and order in the area. Dong Lam Cement Joint Stock Company wishes to repair and upgrade the entire route, not do it in a "patchwork" manner as it is now.
A representative of Hue City Road Joint Stock Company No. 1 said: TL9 from Km0+00 to Km8+00 is currently seriously degraded due to the sudden increase in the volume of heavy-duty vehicles transporting earth, rock, and other materials on the route. Every day, there are more than 200 6-axle vehicles and more than 500 dump trucks with less than 6 axles traveling on the route. The company has also reported the damage and degradation of this section to the Department of Construction since 2024 to have a plan to report to all levels. Recently, the Department of Construction issued Document No. 2090/SXD-PTĐT&HTKT on the urgent repair of TL9 through Phong Thu ward and Phong Xuan commune, Phong Dien town. The Department of Construction has also submitted to the Department of Finance for approval of the investment policy for the project to upgrade TL9 from National Highway 1 to Cam Lo - La Son Expressway to ensure safety for people and vehicles traveling on the route.
According to the Department of Construction, the traffic volume on TL9 is very large, many vehicles have loads exceeding the road surface's load capacity, causing damage on the route. While waiting for the investment project, performing regular maintenance tasks, Hue City Road Joint Stock Company I will continue to temporarily fix potholes and stagnant water areas from Km1+00 to Km8+00; in particular, the Km1+300 section will patch potholes and asphalt the road surface to limit the impact on households living on both sides of the route. |
