Faced with that situation, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam led a working delegation to work with large enterprises in the area to remove difficulties, promote production and business and increase revenue for the local budget.

In particular, Binh Son Refining and Petrochemical Joint Stock Company (BSR) - the operator of Dung Quat Oil Refinery continues to be the key enterprise contributing to the provincial budget revenue. According to BSR's report, in 2025, the output of products of Dung Quat Oil Refinery will increase sharply, with an estimated total annual revenue of more than VND 140,000 billion.
In 2025, BSR plans to pay the state budget 10,164 billion VND, and is expected to pay the state budget more than 9,527 billion VND by December 31, 2025, about 636 billion VND lower than the plan, due to the market oil price being lower than the estimated budget revenue oil price.
BSR said that although the provincial budget payment is lower than expected, the company will pay import-export tax to the central budget about 2,000 billion VND higher than estimated. Thus, for the whole year of 2025, BSR will still complete the plan to pay the state budget according to the assigned estimate.
BSR forecasts that from now until the end of the year, there will be unfavorable weather conditions that will have a certain impact on production and business. However, BSR pledges to strive to overcome difficulties and complete the set production and business plan for 2025.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam emphasized that Quang Ngai province always accompanies BSR to overcome difficulties, creating the most favorable conditions for the company to implement its production and business development strategy.
Over the years, BSR has always been a pioneer in production and business, maintaining its position as a large enterprise of the province and the country. Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam hopes that in the remaining time of 2025, BSR will overcome adverse weather conditions, promote production and business, and ensure the achievement of the set goals.
Speaking at the meeting, BSR Deputy General Director Le Manh Hung affirmed: BSR always fully fulfills its tax and budget obligations in accordance with the provisions of law. The decrease in budget revenue from BSR compared to the estimate is due to objective factors from oil price fluctuations and changes in tax policies. Mr. Le Manh Hung emphasized that with a high sense of responsibility and determination in operations as well as production and business activities, BSR will make every effort to, together with Quang Ngai province, complete the highest budget revenue task in 2025.
