Khanh Hoa Provincial Party Committee issues action plan to implement Resolution No. 68

On August 15, Khanh Hoa Provincial Party Committee issued Action Plan No. 14 on implementing Resolution No. 68-NQ/TW of the Politburo on private economic development. The plan sets out many strong goals and solutions, aiming to make the private economy the most important driving force of the provincial economy.

According to the plan, Khanh Hoa aims to have 35,000 operating enterprises in the province by 2030. The average growth rate of the private economic sector is expected to reach about 12-14% per year, contributing about 60 to 65% of the province's GRDP and over 65% of the total state budget revenue. This sector is also expected to create jobs for about 85 to 87% of the total workforce and achieve an average labor productivity increase of 12 to 14% per year. The level, capacity of technology, innovation, and digital transformation are among the top 10 provinces and cities in the country. By 2045, the province strives to have at least 55,000 operating enterprises and contribute over 65% of the province's GRDP. The plan also clearly states that by 2045, the province's private economy will develop rapidly, strongly, sustainably, proactively participate in the global production and supply value chain, and have the capacity to compete domestically, regionally and internationally.

To achieve the above goals, Khanh Hoa Provincial Party Committee has identified many key tasks and solutions. In particular, identifying innovation in thinking, high consensus in perception and action, arousing national belief and aspirations, creating new impetus and new momentum for private economic development; strengthening the leadership role of Party committees at all levels, unified management of authorities at all levels; identifying private economic development as one of the key, regular tasks in the work program.

Along with that, the province will promote reform, improve and enhance the quality of institutions and policies, effectively ensure and protect ownership rights, property rights, freedom of business, equal competition rights of the private economy and ensure contract enforcement of the private economy. Effectively and synchronously implement solutions to continue improving the provincial competitiveness index (PCI), administrative reform index (PAR Index), digital transformation assessment index (DTI), local innovation index (PII), department, sector and local competitiveness assessment index (DDCI).... Striving by 2030, Khanh Hoa's investment and business environment will be among the top 10 localities in the country.

In addition, digital transformation and administrative procedure reform are also promoted. The province focuses on transparency, digitalization, and automation of administrative processes and procedures as a top priority, especially in areas such as land, planning, investment, construction, and tax. The province also strictly handles acts of harassment and corruption by officials and civil servants.

In the plan, the Provincial Party Committee emphasized increasing access to land, capital and high-quality human resources for the private economy; implementing solutions to promote credit institutions to meet capital needs for businesses, especially projects investing in new machinery and technology. At the same time, promoting training and developing high-quality human resources associated with technology application and innovation. The plan proposed the establishment of innovation centers to incubate, develop technology and support startups.

In addition, the plan also proposes solutions to strengthen the connection between private enterprises, private enterprises with state-owned enterprises and FDI enterprises; form and rapidly develop large and medium-sized enterprises; attract a number of large private economic groups with national and international brands to operate in the province; support small and micro enterprises and business households. In particular, the action plan also promotes business ethics, promotes social responsibility, strongly promotes the entrepreneurial spirit, and creates all favorable conditions for entrepreneurs to participate in national governance.

The Provincial Party Committee has assigned the Party Committees under the Provincial Party Committee, the Provincial People's Council Party Committee, the Provincial Vietnam Fatherland Front Committee, the Provincial People's Committee Party Committee, and the Provincial Party Committee's Propaganda and Mass Mobilization Department to implement this plan according to the functions and tasks of each unit.
