On June 8, 2024, the National Assembly passed Resolution No. 129/2024/QH15 on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program. The Special Consumption Tax Law (amended) was included in the 2025 Law and Ordinance Development Program, added to the 2024 Law and Ordinance Development Program, submitted to the National Assembly for comments at the 8th session (October 2024) and approved at the 9th session (May 2025).

Implementing the National Assembly's Law and Ordinance Development Program for 2024 and 2025, the Ministry of Finance has conducted research and developed a draft dossier for the Law on Special Consumption Tax (amended).
The draft Law on Special Consumption Tax (amended) has been sent to relevant ministries, branches and business associations for comments in Official Dispatch No. 6059/BTC-CST dated June 11, 2024 and has been posted in its entirety on the electronic information portal of the Government and the Ministry of Finance for public comments.
Speaking at the opening of the seminar, Mr. Pham Thu Phong - Editor-in-Chief of Vietnam Financial Times emphasized: Based on the approved policies and strategies of the Party and the State and the policy on perfecting taxable subjects and tax rates for alcohol and beer in the Proposal to develop the Law on Special Consumption Tax (amended) approved by the Standing Committee of the National Assembly and the National Assembly, the Ministry of Finance has drafted amendments to the regulations on taxable subjects for alcohol and beer according to specialized laws (Law on Prevention of Harmful Effects of Alcohol and Beer) and developed 02 options to increase the special consumption tax rate for alcohol and beer according to the roadmap from 2026 to 2030.
The amendments to the Draft Law on Special Consumption will impact businesses in the production, trading and consumption chain of goods and services subject to the Law and consumers. Therefore, the Ministry of Finance is very interested in and focused on listening to the opinions of the business community and experts in amending the Law...
To continue collecting and synthesizing opinions of organizations and subjects affected by the Draft Law, contributing to the completion of the Draft Law on Special Consumption Tax (amended) in general, and the special consumption tax policy for alcohol and beer in particular, as the mouthpiece of the Finance sector, Vietnam Financial Times organizes a Seminar: "Tax policy for alcoholic beverages" for management agencies, experts, researchers, professionals, and Business Associations to exchange, discuss, and give opinions on the Draft Law on Special Consumption Tax and contribute to the completion of the special consumption tax policy for alcohol and beer, contributing to the protection of public health and the implementation of issued policies and strategies.
At the seminar, many topics were discussed enthusiastically by speakers, experts and delegates such as: Special consumption tax on alcoholic beverages: Current status and solutions; Towards an effective and sustainable tax policy for alcoholic beverages: International experience and lessons for Vietnam; The impact of alcohol and beer on human health.
The discussion content recorded many opinions and proposals, focusing on exchanges between leaders of management agencies, economic experts, representatives of business associations, business leaders to discuss and record multi-dimensional opinions of relevant parties and the business community to contribute to perfecting the draft Law on Special Consumption Tax; ensuring fairness and neutrality of tax policies; contributing to stabilizing revenue sources for the state budget; meeting market principles, in line with international practices.
