General Secretary To Lam has just signed and promulgated Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. Dong Thap Newspaper respectfully presents the full text of the Resolution.

The development of science , technology, innovation, and digital transformation are decisive factors in the development of nations; they are prerequisites and the best opportunities for our country to develop into a prosperous and powerful nation in the new era - the era of national progress.

Over the past period, the Party and State of Vietnam have implemented numerous policies and initiatives to promote the application and development of science and technology, foster innovation and digital transformation, and proactively participate in the Fourth Industrial Revolution, achieving many important results.

However, the pace and breakthroughs in national science, technology, innovation, and digital transformation remain slow; the scale, potential, and level of national science, technology, and innovation still lag far behind developed countries; the awareness of digital transformation among many levels, sectors, officials, and the people is not yet complete and profound; research and application of science, technology, and innovation have not made breakthroughs, and strategic and core technologies have not yet been mastered; legal institutions, mechanisms, and policies do not meet the requirements; there is a shortage of high-quality human resources; infrastructure is not synchronized, especially digital infrastructure, which still has many limitations; information security, safety, and data protection still face many challenges.

Our country is facing the urgent need for strong, strategic, and revolutionary policies and decisions to create new momentum and breakthroughs in the development of science, technology, innovation, and digital transformation, in order to propel the country's strong development in the new era – an era of prosperity and strength, successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045. Based on this situation, the Politburo requests the thorough implementation of the following contents:

I. GUIDING PRINCIPLES

1. Developing science, technology, innovation, and national digital transformation is a top priority breakthrough, serving as the main driving force for the rapid development of modern productive forces, the improvement of production relations, the renewal of national governance methods, socio-economic development, preventing the risk of falling behind, and enabling the country to achieve breakthrough development and prosperity in the new era.

2. Strengthen the comprehensive leadership of the Party, leverage the combined strength of the entire political system, and encourage the active participation of entrepreneurs, businesses, and the people in the development of science, technology, innovation, and national digital transformation. This is recognized as a profound and comprehensive revolution across all fields; it must be implemented decisively, persistently, synchronously, consistently, and over the long term with groundbreaking and revolutionary solutions.

The people and businesses are at the center, the main subjects, resources, and driving forces; scientists are the key factor; the State plays a leading role in promoting and creating the most favorable conditions for the development of science, technology, innovation, and national digital transformation.

3. Institutions, human resources, infrastructure, data, and strategic technologies are the core and central elements, with institutions being a prerequisite that needs to be perfected and prioritized. The mindset of lawmaking must be reformed to ensure effective management and encourage innovation, eliminating the "if you can't manage it, ban it" mentality. Emphasis should be placed on securing a highly skilled workforce for the development of science, technology, innovation, and national digital transformation; special mechanisms and policies for talent should be in place.

Developing infrastructure, especially digital infrastructure and digital technology, based on the principles of "modernity, synchronization, security, safety, efficiency, and avoiding waste"; enriching and maximizing the potential of data, making data the main means of production, and promoting the rapid development of big data, the data industry, and the data economy.

4. Develop rapidly and sustainably, gradually achieving technological self-reliance, especially in strategic technologies; prioritize national resources for investment in science, technology, innovation, and digital transformation. Maximize Vietnam's potential and intelligence while rapidly absorbing, mastering, and applying advanced scientific and technological achievements from around the world; promote applied research, focusing on basic research, and moving towards technological self-reliance and competitiveness in areas where Vietnam has needs, potential, and advantages.

5. Ensuring national sovereignty in cyberspace; guaranteeing cybersecurity, data security, and information security for organizations and individuals are inseparable requirements throughout the process of national science and technology development, innovation, and digital transformation.

II. OBJECTIVES

1. By 2030

- The potential, level of science, technology, and innovation have reached an advanced level in many important fields, ranking among the leading countries in upper-middle income; the level and capacity of technology and innovation of enterprises are above the world average; some scientific and technological fields have reached international standards. Vietnam is among the top 3 countries in Southeast Asia, among the top 50 countries in the world in digital competitiveness and e-government development index; among the top 3 countries in Southeast Asia in artificial intelligence research and development, and a center for the development of several digital technology industries and sectors in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries.

- The contribution of total factor productivity (TFP) to economic growth is above 55%; the proportion of high-tech product exports in the total value of goods exported reaches at least 50%. The digital economy reaches at least 30% of GDP. The rate of online public service usage by citizens and businesses reaches over 80%; cashless transactions reach 80%. The percentage of businesses engaged in innovation activities reaches over 40% of the total number of businesses.

Science, technology, and innovation play a crucial role in building and developing Vietnamese cultural, social, and human values, contributing to the Human Development Index (HDI) remaining above 0.7.

- Funding for research and development (R&D) reaches 2% of GDP, with social funding accounting for over 60%; at least 3% of the total annual budget expenditure is allocated to the development of science, technology, innovation, and national digital transformation, gradually increasing according to development requirements. The organizational system for science, technology, and innovation is restructured to ensure effectiveness, efficiency, and close linkages between research, application, and training.

The human resources for scientific research, technological development, and innovation reach 12 people per 10,000 inhabitants; there are 40-50 science and technology organizations ranked regionally and globally; the number of international scientific publications increases by an average of 10% per year; the number of patent applications and patent protection certificates increases by an average of 16-18% per year, and the commercial exploitation rate reaches 8-10%.

- Advanced, modern digital technology infrastructure with super-large capacity and ultra-wide bandwidth, on par with developed countries; gradually mastering a number of strategic technologies and digital technologies such as: Artificial intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nanotechnology, 5G and 6G mobile communications, satellite communications, and a number of emerging technologies. Nationwide 5G coverage.

Complete the development of smart cities in centrally-governed cities and a number of eligible provinces and cities. Attract at least 3 more leading global technology organizations and businesses to establish headquarters and invest in research and production in Vietnam.

- Managing state affairs from the central to local levels in a digital environment, ensuring seamless connectivity and operation among agencies within the political system. Completing the construction, connection, and synchronous sharing of national databases and sectoral databases; effectively exploiting and utilizing digital resources and data, and establishing a data exchange platform.

Vietnam has developed its digital government, digital economy, digital society, digital citizens, and digital cultural industry to a world-class level. Vietnam is among the leading countries in cybersecurity, data security, and data protection.

2. Vision to 2045

Science, technology, innovation, and digital transformation are developing steadily, contributing to Vietnam becoming a developed, high-income country. Vietnam aims for a digital economy accounting for at least 50% of GDP; to be one of the digital technology industry centers in the region and the world; and to be among the top 30 countries globally in innovation and digital transformation. The proportion of digital technology businesses will be comparable to developed countries; with at least 10 digital technology businesses on par with advanced countries. The goal is to attract at least 5 more leading global technology organizations and businesses to establish headquarters and invest in research and production in Vietnam.

III- TASKS AND SOLUTIONS

1. Raising awareness, achieving breakthroughs in thinking innovation, establishing strong political determination, decisively leading and directing, creating new momentum and enthusiasm throughout society for the development of science, technology, innovation, and national digital transformation.

- Party committees, party organizations, cadres, and party members need to fully understand the importance and thoroughly grasp the viewpoints, guidelines, and policies of the Party and State on digital transformation, scientific and technological development, and innovation; clearly define responsibilities; and proactively implement them. Leaders must directly oversee and direct implementation; cadres and party members must set a good example.

The tasks of digital transformation, scientific and technological development, and innovation are specifically defined in the annual work programs and plans of agencies, organizations, units, and localities; the results of implementation are criteria for evaluating the effectiveness of task performance and for annual emulation and reward assessments.

Appropriately allocate the number of qualified scientific and technical personnel within Party committees at all levels. Promote the spirit of creativity, boldness in thinking, action, and responsibility among cadres and Party members in the development of science and technology, innovation, and digital transformation.

- Implement effective propaganda and education programs to raise awareness, determination, and promote the development of science, technology, and innovation, carrying out digital transformation throughout the political system, among the people, and in businesses, creating confidence and a new momentum in society. Widely implement the "digital learning" movement, popularize and enhance scientific, technological, and digital knowledge among officials, civil servants, and the people; promote entrepreneurship, innovation, and improvement movements to enhance work efficiency and labor productivity, fostering a spirit of self-reliance, confidence, self-strength, national pride, and leveraging Vietnamese intelligence to successfully achieve the goals and tasks of national science, technology, innovation, and digital transformation.

Expand and diversify forms of honoring, commending, and rewarding scientists, inventors, businesses, organizations, and individuals with achievements in science and technology development, innovation, and digital transformation; cherish every invention, innovation, technical improvement, and initiative that enhances work efficiency and performance, no matter how small.

2. Urgently and decisively improve institutions; eliminate all ideas, concepts, and barriers hindering development; and turn institutions into a competitive advantage in the development of science, technology, innovation, and digital transformation.

Continue to fully institutionalize and effectively implement the resolutions, directives, and conclusions of the Central Committee of the Party, the Politburo, and the Secretariat on the development of education and training; science and technology, innovation, and national digital transformation. Focus on effectively implementing the following contents:

- Urgently revise, supplement, and comprehensively improve legal regulations on science, technology, investment, public investment, public procurement, state budget, public assets, intellectual property, taxation, etc., to remove bottlenecks and barriers, unleash resources, encourage and develop science, technology, innovation, national digital transformation, and human resource development; reform management methods and the implementation of science and technology tasks to suit each type of research; reform the financial management mechanism in the implementation of science, technology, innovation, and digital transformation tasks, simplifying administrative procedures as much as possible; and grant autonomy in the use of funds for scientific research and technology development.

- Adopt an open, creative approach that allows for pilot testing of new practical problems. Accept risks, venture capital, and time lags in scientific research, technological development, and innovation.

There should be pilot mechanisms for businesses to test new technologies under state supervision; and policies to exempt businesses, organizations, and individuals from liability in cases where testing new technologies or business models results in economic losses due to objective reasons. Venture capital funds should be established for innovative startups, technology incubation, and digital transformation.

- Unify and improve the effectiveness of state management in science, technology, innovation, and digital transformation. Develop research institutes and universities into strong research entities, closely integrating research, application, and training. Invest in and upgrade the Vietnam Academy of Science and Technology, the Vietnam Academy of Social Sciences, and other key national scientific research and innovation institutions. Merge or dissolve ineffective science and technology organizations.

There are mechanisms and policies to support and develop public scientific and technological research organizations to operate effectively; granting them autonomy and responsibility in organization, personnel, finance, and expertise; allowing them to use state budget funds to hire experts, and utilize tangible and intellectual assets to link and cooperate in science and technology with organizations and businesses. There are also mechanisms to allow and encourage research organizations and scientists to establish and participate in the management of businesses based on research results.

- Attract and effectively utilize all investment resources for the development of science, technology, innovation, and national digital transformation. Budget allocation for research and development in science and technology should prioritize a fund-based mechanism, channeled through science and technology development funds. Restructure the budget for science and technology expenditures to ensure focus, priority, and avoid spreading resources too thinly.

There are mechanisms to encourage public procurement of products and goods resulting from scientific research created by domestic enterprises. There are special mechanisms for researching, accessing, and purchasing technological secrets, and for learning and copying advanced foreign technologies.

3. Strengthen investment and improve infrastructure for national science, technology, innovation, and digital transformation.

- Promulgate a Program for the Development of Strategic Technologies and Industries; establish a Strategic Industrial Development Investment Fund (prioritizing defense, space, energy, environment, biotechnology, artificial intelligence, advanced materials, semiconductors, quantum technology, robotics, and automation); create a policy testing mechanism to promote research, development, application, and transfer of strategic technologies. Allocate at least 15% of the state budget for scientific research to strategic technology research; promulgate mechanisms and policies for public-private partnerships in the research and development of strategic technologies.

- Promulgate research and application strategies for science and technology in the exploitation and development of marine space, subsurface space, and outer space. Focus on developing energy infrastructure, especially new and clean energy, and ensuring energy security for the development of science, technology, and strategic industries. Strictly manage, exploit, and effectively utilize the country's mineral resources, especially rare earth elements, to develop science, technology, and innovation.

- Develop a system of national key research and testing centers and laboratories, focusing on strategic technologies. Establish mechanisms and policies to support and encourage organizations, individuals, and businesses to invest in and build laboratories and centers for scientific and technological research and development.

- Promote the application and development of digital technology. Issue policies to encourage investment, purchase, and leasing of digital products and services; special policies to train, develop, and attract domestic and foreign organizations, individuals, and businesses operating in the fields of digital transformation, digital product development, and cybersecurity. Build and share national and regional digital platforms, ensuring unified and interconnected operation of various sectors and fields in the digital environment. Promote the digital economic ecosystem across all sectors.

- There is a public-private partnership mechanism to develop modern digital infrastructure, with state resources being the primary source. Developing telecommunications and Internet infrastructure to meet requirements for redundancy, connectivity, security, and sustainability; satellite data transmission systems; high-speed broadband fiber optic networks covering the entire country; and 5G, 6G, and subsequent generations of mobile communication networks. Developing digital physical infrastructure and digital utility infrastructure; integrating sensors and applying digital technologies to essential infrastructure. Developing the IoT industry and building several mobile IoT industrial clusters.

- Implement mechanisms and policies to support domestic businesses in investing in and building data centers and cloud computing; attract foreign businesses to establish data centers and cloud computing facilities in Vietnam. Develop storage and computing infrastructure that meets international and green standards. Expedite the completion and effective operation of the National Data Center; invest in the construction of regional data centers. Develop and effectively utilize national data and data from ministries, sectors, and localities, ensuring interoperability, integration, and sharing.

There should be mechanisms and policies to ensure that data becomes a vital resource for production. Establishing data ownership, business rights, and distribution of value generated from data are crucial. Developing the data economy, data markets, and data exchanges is essential. Building sovereign large databases in Vietnam is also necessary. Forming a Vietnamese big data industry is also important. The application of artificial intelligence based on big data should be strongly developed in key industries and sectors.

4. Develop and utilize high-quality human resources and talents to meet the requirements of national science and technology development, innovation, and digital transformation.

- Strengthen investment, innovation, and improve the quality of education and training to ensure a high-quality workforce that meets the requirements of national science, technology, innovation, and digital transformation. Implement attractive mechanisms and policies regarding credit, scholarships, and tuition fees to attract talented students to study key fields such as mathematics, physics, biology, chemistry, engineering, and technology, especially at the postgraduate level. Develop and implement talent training programs in these fields.

Implement special mechanisms to attract overseas Vietnamese and highly qualified foreigners to work and live in Vietnam. Establish special mechanisms regarding citizenship, property ownership, income, and working environment to attract, value, and retain leading scientists, experts, and "chief engineers" from both within and outside the country who are capable of organizing, managing, commanding, and implementing key national tasks in science and technology, innovation, digital transformation, artificial intelligence development, and human resource training. Build, connect, and develop a network of domestic and international experts and scientists.

- Establish several advanced schools and training centers specializing in artificial intelligence. Create a specific mechanism for public-private partnerships in training digital technology personnel. Develop online education and training platforms, digital higher education models, and enhance digital capabilities in society.

- Develop a team of lecturers and scientists with sufficient competence and qualifications to teach in the fields of basic science, semiconductor chip technology, integrated circuits, and key engineering and technologies; strengthen cooperation with prestigious foreign universities; strongly innovate training programs according to international standards, modernize training methods and apply advanced technologies, especially artificial intelligence.

5. Promote digital transformation, the application of science and technology, and innovation in the operations of agencies within the political system; enhance national governance efficiency and the effectiveness of state management in all fields, ensuring national defense and security.

- There are plans and roadmaps to move all operations of agencies within the political system to the digital environment, ensuring interoperability, synchronization, and confidentiality of state secrets. A national shared digital platform will be built, and an intelligent monitoring and management system will be developed to enhance public administration.

Comprehensively reform the handling of administrative procedures and the provision of public services regardless of administrative boundaries; improve the quality of online public services and digital services for citizens and businesses, aiming for full-process, personalized, and data-driven online public services; strengthen supervision, evaluation, and accountability of state agencies and competent authorities in serving the people.

There are specific policies in place to attract, recruit, and retain human resources in science, technology, and digital transformation to work in agencies within the political system.

- Develop secure digital platforms and enhance the application of digital technology, fostering digital citizenship. Develop several Vietnamese social networks, building a safe and healthy digital society. Develop a digital culture that ensures the preservation of national identity, build a code of conduct in cyberspace, and minimize the negative impacts of digital technology on society. Build a digital platform to monitor and collect data in the field of natural resources and environment.

- Ensuring cybersecurity and national sovereignty on digital platforms and in cyberspace; the security and safety of legitimate data of organizations, individuals, and businesses, and national data security sovereignty. Modernizing weapons and military and security equipment.

Gradually apply digital technology in the command and control of military operations, as well as master high technology in national defense and security activities. Effectively prevent crimes in the field of digital transformation and combat online fraud. Build and promote the strength of people's war and the people's support in cyberspace to protect the Fatherland.

6. Strongly promote scientific and technological activities, innovation, and digital transformation in enterprises.

- There are preferential policies to encourage businesses, especially small and medium-sized enterprises, to invest in digital transformation, research, application of science, and technological innovation to improve production and business efficiency and corporate governance; to promote knowledge transfer and training of scientific and technological human resources and innovation through foreign direct investment (FDI) enterprises; and to support domestic technology enterprises in investing abroad.

- There should be strong policies to encourage entrepreneurship in science, technology, innovation, and digital transformation, along with policies to support startups and attract domestic and foreign businesses to start up in Vietnam.

- There should be mechanisms and policies to support the formation and development of a number of large-scale, strategic domestic digital technology enterprises to develop digital infrastructure, lead national digital transformation, and ensure international competitiveness; mechanisms for commissioning and assigning tasks to digital technology enterprises to carry out key digital transformation tasks; and preferential mechanisms regarding land, credit, and taxes for research, testing, application, development, and production of digital technology products and services. Develop several digital technology industrial parks. Encourage enterprises to reinvest in infrastructure and research and development (R&D).

- Promote the consumption of products and services in the digital environment, ensuring that the digital economy in all sectors and fields accounts for at least 70% of the digital economy; promote smart manufacturing in the following sectors and fields: agriculture, trade, finance, education, healthcare, transportation, and logistics.

7. Strengthen international cooperation in the development of science, technology, innovation, and digital transformation.

Focus on strengthening cooperation in scientific research and technological development with countries that have advanced levels of science and technology and digital transformation, especially in the fields of artificial intelligence, biotechnology, quantum technology, semiconductors, atomic energy, and other strategic technologies.

There is a policy to purchase and transfer advanced technologies suitable to Vietnam's conditions. Actively and proactively participate in developing international rules and standards for new technologies, ensuring safety and mutual benefit. Promote capacity building and technology transfer within international agreements and treaties to which Vietnam is a party.

IV- IMPLEMENTATION ORGANIZATION

1. Establish a Central Steering Committee on Science, Technology, Innovation and Digital Transformation, chaired by the General Secretary of the Central Committee of the Communist Party of Vietnam. Establish a National Advisory Council on Science, Technology, Innovation and Digital Transformation with the participation of domestic and international experts.

2. The Party Caucus of the National Assembly shall lead and direct the review and improvement of laws on the development of science and technology, innovation, and digital transformation; and strengthen supervision of their implementation in accordance with regulations.

3. The Party Committee of the Government shall lead and direct the development of an action program to implement the Resolution; coordinate with the Party Caucus of the National Assembly to fully institutionalize the policies and guidelines stated in this Resolution and allocate sufficient resources for implementation, basically completing it by 2025.

4. The Vietnam Fatherland Front and political and social organizations shall lead and direct the development of programs and plans to guide and mobilize the people to implement the Resolution, promote the role of social supervision and criticism, and participate in the development of laws, mechanisms, and policies on the development of science, technology, innovation, and digital transformation.

5. The Central Propaganda Department shall preside over and coordinate with relevant agencies to guide the implementation of the Resolution; and guide the strengthening of propaganda on the contents of the Resolution.

6. The Central Party Office, in coordination with the Central Economic Committee, shall monitor, inspect, and evaluate the results of the implementation of the Resolution; and periodically report the results every six months to the Central Steering Committee and the Politburo for guidance.
