Early in the afternoon, General Secretary andPresident To Lam visited and encouraged the forces that are focusing on handling the avalanche and reinforcing the weak dike in Truong Sinh commune, Son Duong district, Tuyen Quang province. Currently, the water level of Lo river is gradually receding; hundreds of officers, soldiers, police and local forces are making efforts to handle the incident and ensure safety for the area.
Visiting people being evacuated to the Phu Tho 1 Village Cultural House, Truong Sinh Commune, General Secretary and President To Lam expressed his deep sympathy with the people suffering from the impacts of the storm and flood, hoping that people will continue to unite and support each other to overcome difficulties. The Party and State will make every effort to soon bring people's lives back to normal.
For areas that are still flooded or have difficulty reaching isolated people, the General Secretary and President requested provincial leaders and forces to synchronously and drastically deploy all solutions from prevention to rescue, relief and relief; quickly deploy measures to bring necessities to people and focus on ensuring the safety of forces participating in rescue, relief and relief.
According to the report of Tuyen Quang province at the working session, due to the recent high flood water, many areas in the province have been deeply flooded and widely flooded. By September 11, 101 areas were deeply flooded and isolated. In particular, Thac Ba hydropower plant in Yen Bai province (bordering Yen Son district, Tuyen Quang province), due to the amount of water flowing into the lake being larger than the amount of water released, while the lake was filled with water to a safe level for operation, on September 10, 2024, it fell into an emergency situation. Implementing the direction of the Prime Minister, on the afternoon and night of September 10, 2024, Tuyen Quang province directed the People's Committee of Yen Son district and 3 affected communes (My Bang, Nhu Han, Nhu Khe) to urgently evacuate 692 households with 2,853 people in areas at high risk of flooding to a safe place in case of an incident at Thac Ba hydropower plant.
The flood on the Lo River increased, causing great pressure, so at 9:00 p.m. on September 11, 2024, the Lo River dike in Quyet Thang Commune, Son Duong District broke, about 10m long. The Provincial Party Committee and the Provincial People's Committee directed Son Duong District to mobilize machinery, equipment and materials, however, due to heavy rain and nighttime, the incident handling work could not be carried out. Son Duong District has organized the evacuation of 35 households with 138 affected people to a safe place.
For the dyke line of Truong Sinh commune, Son Duong district, with a length of 9.311km, protecting an area of about 536 hectares, this year there are 4 locations with erosion (the dangerous section is 5km long). In case of an incident, it will directly affect 326 households with 1,250 people; the agricultural production area affected is about 12 hectares.
Damage caused by storms and floods in Tuyen Quang province has resulted in 3 deaths, 3,546 houses affected; many schools, hospitals, and government offices in the province were flooded. Regarding agriculture, 4,362 hectares of rice, 1,762 hectares of corn and vegetables, 598.64 hectares of fruit trees, and 612.9 hectares of forestry trees were damaged or broken. Tuyen Quang province estimated property damage, initially determined to be over 500 billion VND.
At the meeting, on behalf of the Party and State leaders, the General Secretary and President expressed his deepest condolences to the families of those who lost their loved ones due to storms and floods; expressed his sympathy and shared the difficulties and losses of the people in the areas affected by storms and floods.
General Secretary and President To Lam stated that in recent days, the Party, State, Party committees, authorities at all levels, armed forces and people nationwide have strongly and synchronously deployed many solutions to minimize damage caused by storms and floods. The Politburo held a meeting and directed the entire political system to focus on implementing all measures to ensure the achievement of five goals: Highly focusing on rescuing people, searching for missing people, and taking care of funerals for the unfortunate; not letting anyone lack food, clothing, housing, or shelter, not letting students lack classes or schools, and not letting sick people lack medical treatment; overcoming problems with electricity, water, and telecommunications, promptly restoring production, business and normal activities of social life; calculating damage to have timely solutions; responding to the consequences of storm circulation such as flash floods, landslides, subsidence, etc.
The Prime Minister has issued many telegrams to direct and directly direct at hot spots. Party committees, authorities at all levels, and armed forces have mobilized hundreds of thousands of cadres and soldiers to rescue, help people evacuate, overcome consequences, and provide relief. General Secretary and President To Lam commended and highly appreciated the leadership and direction of the Tuyen Quang Provincial Party Committee in implementing measures to prevent and overcome the consequences of storm No. 3 and the military and police forces in coordination with the locality to overcome the consequences of the storm, thereby contributing to minimizing damage in the area.
Regarding the direction for the coming time, basically agreeing with the solutions proposed by the Tuyen Quang Provincial Party Committee, General Secretary and President To Lam emphasized that not only for Tuyen Quang but also for the northern provinces affected by the storm, it is necessary to determine that "saving people is the highest priority", "the strength of the armed forces is the core" to synchronously and drastically deploy all measures from prevention to rescue, relief and relief.
General Secretary and President To Lam requested to review and immediately identify areas at high risk of flash floods, landslides, rockfalls, dike breaks, and inundation to evacuate people to safe places; regularly detect and warn people, arrange forces to block people from traveling in high-risk areas; regularly check and immediately fix potential risks to the dike system, dams, bridges, and culverts; have a plan to divert floods in case of emergency to proactively evacuate people.
For affected areas, General Secretary and President To Lam noted that the fastest implementation of rescue measures, support with food, necessities to those in need; the armed forces (Army, Police) are the core; use all resources, equipment, and apply science and technology to search for missing and dead people; at the same time, must ensure absolute safety for the forces participating in rescue, relief, and relief for people.
General Secretary and President To Lam requested to deploy forces and measures to immediately restore normal activities of social life and production and business, environmental sanitation, repair and quickly restore the traffic system, power grid, communication, schools, hospitals, absolutely not to let students lack classes or schools, not to let sick people have no place to see a doctor; pay attention to disease prevention and control after floods; support people to access early loans to restore production.
The Central Committee of the Vietnam Fatherland Front, ministries, branches and localities continue to mobilize agencies, organizations, businesses, individuals and the whole society to promote the tradition of patriotism, "mutual love", donate, support and provide material and spiritual assistance to families and people who are victims and affected by natural disasters; organize visits, encourage and promptly implement policies for families suffering losses.
General Secretary and President To Lam requested to deploy measures to absolutely protect security and order; promptly handle those who spread false information causing panic about natural disasters, and prevent situations of taking advantage to raise prices, profiteering, and property theft.
Regarding the proposal of Tuyen Quang province, General Secretary and President To Lam assigned the Government Party Committee, the Central Committee of the Fatherland Front and relevant agencies to balance State resources and resources donated by organizations and individuals to support the locality.
