On the afternoon of September 9, chairing a meeting to implement Resolution 71 of the Politburo on breakthroughs in education and training development, General Secretary To Lam noted some core contents of Resolution 71 including: building national target programs; developing preschool, general education, and university education; innovating programs, content, and mechanisms; ensuring facilities, enough schools, enough classes, and enough teachers; and correcting limitations and negativity in the sector. These requirements need to be institutionalized, specifically implemented, with clear assignment of responsibilities and a detailed roadmap and timeline for completion.
He emphasized that the tasks to be implemented in 2025 must be carried out immediately, ensuring progress and quality "so that the people and society can clearly see the breakthrough changes of the resolution".

One of the important contents of the Resolution is the requirement to evaluate the general education program, moving towards building a unified set of textbooks nationwide. "Resolution 71 has already said that, teachers and parents ask when this can be done? People say that now this school year (2025-2026) has passed, will it be possible next school year? This is something the education sector must answer. I think it cannot be delayed any longer. The ultimate goal is to improve the quality of teaching and learning," said the General Secretary.
Reporting at the meeting, Minister of Education and Training Nguyen Kim Son said that the Ministry has integrated the Resolution's content into three draft laws and two draft resolutions of the National Assembly. In September, many decrees on tuition fees, student support and universal preschool education will also be submitted to the Government. In 2025, the Ministry plans to invest in 100 new schools or upgrade and renovate in 18 border provinces and cities, to be completed before August 2026.

According to Resolution 71 dated August 22, 2025 of the Politburo, the education sector must develop synchronously from preschool, general education to university; ensure facilities, schools, and staff; rectify limitations and negative practices; and at the same time have special preferential policies for teachers. The goal by 2030 is to complete universal preschool education for children aged 3-5, compulsory education through secondary school, and bring at least one Vietnamese university into the top 100 universities in the world in a number of fields.
Resolution 71 also requires reviewing the general education program, moving towards ensuring a unified set of textbooks nationwide, striving to provide free books to all students by 2030.
Previously, since 2020, the new general education program has been implemented according to the policy of "one program, many textbooks" of Resolution 88/2014 of the National Assembly. This policy aims to end the monopoly on publishing and encourage socialized compilation. Each subject can have one or more textbooks; the Provincial People's Committee decides to choose the textbooks for stable use in the locality.
Currently, there are three sets of textbooks from two publishers and a number of odd books on the market. About 12 million students in nine grades have used the new books, with hundreds of millions of copies distributed. Initially, the Ministry of Education and Training planned to compile a set of textbooks using a loan from the World Bank, but for many reasons it was not possible to do so. The National Assembly then decided that as long as each subject had at least one set approved, the budget would not be used to compile more.
In early September, the Ministry of Education and Training submitted to the Government a decree on tuition policy, exemption, reduction, tuition support, support for learning costs and service prices in the field of education and training.
The Ministry has drafted a Decree on lunch support policies for primary and secondary school students in land border communes. A draft Decree detailing universal education for children aged 3 to 5 is also being submitted to the Government for consideration and promulgation this month.
The Ministry of Education and Training has selected a list of 100 schools (including 83 newly built schools and 17 renovated, upgraded, and expanded schools) in 18 border provinces and cities for investment in 2025, to be completed before August 30, 2026. These schools will be invested in modern facilities, with adequate facilities to serve learning, cultural and spiritual training, and living conditions.
