In his opening speech at the Congress, Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man expressed his respect and tribute to the great President Ho Chi Minh, the genius leader of our Party and People, the founder, leader and trainer of our Party, the one who proposed the organization of the first general election to elect the National Assembly of Vietnam; affirming that his thoughts will forever be the driving force, source of encouragement, compass for activities, and the goal of our Party, our People and also of the National Assembly Party Committee in the process of construction and development.
At the same time, we pay tribute to revolutionary predecessors, loyal communist soldiers, and party members of the National Assembly bloc who sacrificed their lives for the cause of national liberation, defending the Fatherland, and building socialism; pay tribute to heroic martyrs, heroic Vietnamese mothers, war invalids, sick soldiers, families with meritorious services to the revolution, and party members of all periods who have strived to build an increasingly strong, professional, and effective National Assembly, worthy of being the highest representative body of the people and the highest state power body of the Socialist Republic of Vietnam.
The Secretary of the Party Committee of the National Assembly stated that since its establishment, inheriting and promoting the results and experiences of the previous Party Committee of the National Assembly, together with the orientation, leadership and close direction of the Politburo, the Secretariat, directly and regularly by General Secretary To Lam; the guidance and coordination of the Party Committees and the Central Party Office; the coordination of the Party Committees directly under the Central Committee, the Party Committee of the National Assembly has promoted the spirit of solidarity, overcome all difficulties, innovated in leadership and direction, well performed the functions of constitution-making, legislation, supreme supervision and decision-making on important issues of the country.
In particular, the Party Committee of the National Assembly has led and directed the completion of a large number of tasks to institutionalize the Party's strategic and historically significant policies and decisions, creating an important legal basis to serve the requirements of economic, cultural and social development, building the political system, preventing corruption, waste and negativity, and strengthening national defense, security and foreign affairs.
On September 11, 2025, the Politburo worked with the Standing Committee of the National Assembly Party Committee on preparations for the first National Assembly Party Congress and concluded that the preparation process for the Congress and the content of the documents were serious, elaborate, scientific, and in accordance with the regulations and instructions of the Central Committee.
Secretary of the National Assembly Party Committee Emphasizing that our country's reality is posing urgent problems that need to be solved, our people are waiting and expecting the decisions of the Party and State, requiring the National Assembly to continue to innovate thinking and working methods.
On September 24, the Congress carried out the contents according to the Congress program; in which it discussed and discussed in depth the implementation of political tasks; leadership, direction, lessons learned from the previous term; directions, goals, tasks, solutions and development breakthroughs of the Party Committee in the 2025 - 2030 term.
The Secretary of the National Assembly Party Committee once again affirmed the important significance of this Congress: together with the whole Party, shaping strategic and epochal activities, leading the country's development, making the legal system a competitive advantage, a breakthrough of breakthroughs, bringing the country into a new era, an era of national growth.
