On the morning of October 15, General Secretary To Lam chaired a meeting of the Standing Committee of the Central Steering Committee on science , technology development, innovation and digital transformation.

Measurable results, not formal reports

Concluding the meeting, General Secretary To Lam stated that the implementation of Resolution 57 is a very important content, a key area to successfully carry out strategic breakthroughs and transform the country's development model, including establishing a growth model.

"Science and technology are vital requirements. If a country does not have this strategy, businesses will have to turn to science and technology to survive and develop. If a country does not have science and technology, it cannot survive.

So, for the sake of the nation, for the sake of the country, we see that and must orient the development of science and technology," said the General Secretary.

According to the General Secretary, currently the focus is only on a number of areas of state management agencies, such as administrative management. Solving administrative management has not yet mentioned how it helps serve production, improve labor productivity, reduce costs, and bring benefits to the economy.

The General Secretary pointed out that over the past 9 months, especially in the third quarter, a lot of work has been done, there has been transformation but compared to requirements, it is still limited.

In the coming time, regarding the major orientation, the General Secretary stated that, first of all, it is necessary to firmly implement the tasks according to the new operating principle agreed upon at the recent 13th Central Conference, which is "discipline comes first, resources go together and results are the measure". This is the consistent guiding ideology and compass in the activities of the Steering Committee.

According to the General Secretary, discipline is the implementation of conclusions and instructions, adherence to progress, no pushing or avoiding, and the resolute handling of overdue tasks. Resources must be fully guaranteed, allocated correctly, accurately, quickly, and effectively, avoiding wasteful spreading.

"Ultimately, effort is measured by concrete, real, measurable results, not formal reports.

Taking science and technology, innovation and digital transformation as the main driving force, creating productivity and new high-quality production methods, focusing on data economy and digital economy," the General Secretary emphasized.

Along with that, removing institutional bottlenecks must be the top priority. Because 2025 is determined to be the year when bottlenecks must be completely removed, and there can be no more congestion.

It is necessary to exploit data, break down the separatist mindset, perfect the intellectual property institution, commercialize research results, connect institutes and schools with the market, and establish public-private partnership institutions to mobilize resources for society.

At the same time, there must be a strong enough mechanism to protect cadres who dare to think, dare to do, and dare to take responsibility for the common interest.

Transition from "doing state" to "creating state"

The General Secretary pointed out that it is necessary to create an ecosystem, unleash the strong resources of society, and focus on enterprises. Shift from "state-making" to "state-creating" to liberate and mobilize maximum private resources for science and technology development and innovation.

Implement the principle that whatever the private sector can do, not where the state plays a leading role, then create conditions and encourage the private sector to do.

He cited the example of the National Exhibition Fair Center, which has been completed, but if the bidding process is followed, the procedures and bidding process have not yet been completed.

"Only when enterprises are truly at the center, the three-house model (state, school, business - PV) will come into reality, and research and development sectors can grow," the General Secretary added.

He requested that the satisfaction and trust of the people and businesses be used as a measure. It is necessary to drastically digitize the entire process of implementing public services, one-stop shop, one-time declaration on an interconnected data platform; reduce time, reduce costs...

It is necessary to institutionalize and replicate the breakthrough implementation governance model. Specifically, it is necessary to clearly define clear goals associated with urgent contextual requirements, with a specific time frame to create political motivation and determination. Establish a transparent measurement system based on real-time updated data...

The General Secretary pointed out five specific tasks for agencies, departments, and localities, in which all agencies and units, especially their leaders, must set an example and be responsible to the Party, State, and people for implementing tasks, ensuring that tasks are completed on time, meeting practical requirements, and bringing about efficiency.

"The important thing I want to especially emphasize at today's meeting is the responsibility of leaders, first of all ministers, heads of sectors, secretaries, chairmen of provincial and communal People's Committees and leaders of departments and divisions must fully and deeply understand the requirements and tasks of science and technology development and national digital transformation with the destiny of the country.

Be decisive in leadership and management, do not accept term-based thinking, cling to local interests, do not dare to think, do, or break through.

"Those who are caught up in these situations and do not correct them must be promptly replaced, and must not slow down the country's development process," the General Secretary stated, emphasizing that the task ahead requires each member of the Steering Committee, each leader at all levels and in all sectors to continue to uphold the pioneering and exemplary spirit, truly talk less and do more, be resolute and effective.
