Introducing 86 cadres to elect 75 people to the new Executive Committee of the Hanoi Party Committee

Based on the personnel plan approved by the Central Committee, the Congress Presidium nominated a list of 86 officials to elect 75 people to join the Executive Committee of the Hanoi Party Committee, term XVIII, 2025-2030, with a balance of 14.67%.

On the afternoon of October 16, the Presidium of the 18th Hanoi Party Congress (term 2025 - 2030) presented the Personnel Plan for the new City Party Executive Committee.

Personnel standards are implemented according to Regulation No. 89 of the Politburo on the framework of title standards, guiding the framework of criteria for evaluating leaders and managers at all levels. The structure of the Hanoi Party Executive Committee, term XVIII, ensures three age groups, the proportion of female and young cadres, and a reasonable structure between fields and working areas.

The Executive Committee of the Hanoi Party Committee, 18th term, needs to have the following structure:

- The Standing Committee of the City Party Committee includes the Secretary and Deputy Secretaries, 5 comrades.

- The Party Committees and the City Party Committee Office have 9 comrades, including the City Party Committee's Organization Committee, 2 comrades; the City Party Committee's Inspection Committee, 2 comrades; the City Party Committee's Propaganda and Mass Mobilization Committee, 2 comrades; the City Party Committee's Internal Affairs Committee, 2 comrades; the City Party Committee's Office, 1 comrade.

- The Standing Committee of the City People's Council and the City National Assembly delegation include the Vice Chairmen of the City People's Council and Deputy Head of the City National Assembly Delegation, 4 comrades.

- The agencies of the City People's Council select and introduce from the units of the Office of the National Assembly Delegation and the City People's Council, the City People's Council committees, the number of 1 comrade.

- Leaders of Hanoi People's Committee, including Vice Chairmen of the People's Committee, with a number of 5 comrades.

- The armed forces selected and introduced from the units of the Hanoi Capital Command and Hanoi City Police, the number is 3 comrades, of which 2 are military comrades and 1 is police comrade.

- The leadership of the Hanoi City Fatherland Front includes the city's socio-political organizations, with a total of 5 comrades.

- The Party Committee at the level directly above the grassroots level under the city, the number of comrades is from 1 to 2.

- The block of specialized agencies, departments, and city administrative organizations are distributed according to focal points with a number of 10 - 13 comrades.

Specifically includes 3 groups:

The first group is the advisory, administrative, economic and financial agencies, selected and introduced at the units of the Department of Home Affairs, the City People's Committee Office, the Department of Finance, the Department of Industry and Trade, the Public Administration Service Center, the Department of Tourism, the Management Board of the City's High-Tech Park and Industrial Park, and Hanoi City Tax, from 5-6 comrades.

The second group is from agencies in the fields of construction, urban management, agriculture and environment, selected and introduced from the Department of Construction, Department of Agriculture and Environment, Department of Planning and Architecture, with a number of 2-3 comrades.

The third group is agencies in the cultural and social fields, selected and introduced by the Department of Culture and Sports, Department of Science and Technology, Department of Education and Training, Department of Health, Department of Ethnic Minorities and Religions, introducing 3-4 comrades.

- Block of internal affairs agencies, selected and introduced from the City Inspectorate, Department of Justice, City People's Court, City People's Procuracy, number of 3-4 comrades.

- Research agencies, press and propaganda agencies, public service units, enterprises, with 1-2 comrades.

- Party committees of communes and wards have from 22 to 28 comrades.

Implementing Directive 45 of the Politburo, the number of members of the Executive Committee of the Hanoi Party Committee, term XVIII, is 75 comrades.

Based on the results of the personnel introduction process, the 17th Party Executive Committee voted and introduced 86 candidates to join the 18th City Party Executive Committee, term 2025-2030.

The Congress Presidium nominated a list of 86 comrades to elect 75 comrades to join the 18th City Party Executive Committee, term 2025-2030, with a balance of 14.67%.

At the Congress, 100% of the delegates voted unanimously to approve the number of members of the Hanoi Party Executive Committee for the 18th term as 75 comrades. The Congress also approved a list of 86 people to elect 75 members to the 18th Party Executive Committee of the City.
