
Vice Chairman of the City People's Committee Hoang Hai Minh, Deputy Head of the Hue City Civil Defense Command, has directed and deployed response to heavy rain and operation of reservoirs in the area.
The total rainfall from 7:00 p.m. on October 15 to 1:00 p.m. on October 16 in Hue city was generally 50-150 mm, higher in some places such as Rao Trang 204 mm, Bach Ma Peak 450 mm and Bach Ma National Park 457 mm. At 1:00 p.m. on October 16, the water level of the Huong River at Kim Long station and Bo River at Phu Oc station reached 0.79 m (0.21 m below alarm level I) and 1.72 m (0.22 m above alarm level I) respectively.
The Department of Agriculture and Environment of Hue City has ordered to increase the operating flow of reservoirs from the same afternoon to proactively and safely operate the works and downstream areas according to heavy rain scenarios.

Specifically, for Huong Dien Hydropower Reservoir, the flow is regulated through the spillway and turbine to gradually increase, avoiding sudden changes of about 600-1,000 m3/s, starting from 16:30 on the same day. At Binh Dien Hydropower Reservoir, the regulated flow is gradually increased in the range of 500 - 900 m³/s, starting from 13:00. The regulation command at Ta Trach Irrigation Reservoir is carried out through a deep discharge gate and through the hydropower plant turbine with a total flow of about 170-270 m3/s. The time to gradually increase the flow is at 16:00 on the same day.
From 8:00 a.m. to 1:00 p.m. on October 16, 161 households in Phu Loc commune were flooded from 0.3 to 0.8 m. The People's Committee of the commune evacuated 4 households/11 people to a safe place; directed forces to regulate traffic on National Highway 1A, the section through the old Loc Tri commune and blocked ropes, put up warning signs at deep flooded sections, roads through spillways, culverts, and low-lying areas with flowing water to ensure the safety of people's lives and property. At the same time, mobilized about 450 cadres and civil servants at commune agencies and forces in villages and residential groups to prepare rescue vehicles to promptly deploy rescue when required. All students at schools in the commune are off school for the day.
Chan May - Lang Co Commune has deployed forces to evacuate 5 households near the banks of the Nuoc Ngot River (Bu Lu) to a safe place. Binh Dien Commune People's Committee is assisting people in overcoming the problem of houses with roofs blown off by a tornado in the area.

The City Civil Defense Command has mobilized officers from the Defense Command of Region 3 - Phu Loc and canoes to help people evacuate from flooded areas in Chan May - Lang Co commune and support Phu Loc commune to regulate traffic.
In addition, the City Police arranged about 60 officers and soldiers and vehicles ready to support the implementation of plans in flooded areas to regulate and divert traffic.
It is forecasted that from now until October 17, the area will continue to have rain, moderate rain, scattered heavy rain, some places will have very heavy rain and thunderstorms. From the evening of October 19, on the mainland of Hue city, there is a possibility of a large-scale heavy rain, lasting for many consecutive days and possibly lasting until the end of October 2025; on the sea, there will be strong winds, big waves, rough seas; beware of thunderstorms, tornadoes, lightning and strong gusts. The total rainfall from October 16 to 25 is from 400 - 600 mm, in some places over 800 mm.
