General Secretary To Lam said that taking care of cultural, health and educational development is not only a goal, but also a driving force for development and a breakthrough focus in national development.

On the morning of November 25, continuing the tenth session , National Assembly deputies discussed in groups the National Target Program on modernization and improvement of education and training quality for the 2026-2035 period and the National Target Program on health care, population and development for the 2026-2035 period.

Focus on primary health care for people

Discussing at the Hanoi Group, General Secretary To Lam emphasized the development of important pillars including: Culture, health , education. These are not only goals, but also become driving forces for development, resources, and breakthroughs in national development.

In that spirit, according to the General Secretary, the national target program is not only for the health sector or the education sector, but must escape the framework of national sectors and industries.

The General Secretary gave an example: in the past, we established many management boards, implemented many projects and programs that took a lot of time and money, but the final results were not as expected. Therefore, the national target program needs to clearly define the presiding agency and the target, and must not overlap with previous programs, and the final goal is for the people to benefit.

Regarding the national target program on health, the General Secretary emphasized the requirements to achieve what must be achieved when building, in which, by 2030, health check-ups for people must achieve specific goals, and not "wander around" with the work being done.

According to the General Secretary, in the health sector, primary health care for the people is very important. Along with that, attention should be paid to the preventive health system, because in reality, preventive health is underdeveloped, so epidemics still break out frequently.

What still exists in the health sector today, we must completely resolve in the next 5 years. For example, many infectious diseases (tuberculosis, malaria) in the world have been eliminated, but we are still facing them. So in the next 5 years, we must eliminate infectious diseases, which are costly to the whole society. The national program must focus on specific tasks, those goals to achieve such tasks", the General Secretary noted.

The General Secretary raised the issue that if we focus on treating diseases, but let the environment be polluted, let unhygienic food and drink be... then that is the source of disease. Therefore, we must address the root cause of the disease, not just focus on treatment and care.

From the above reality, General Secretary To Lam said that the investment in the national target program, how and to what extent, needs to be given due attention, not just stopping at the health sector, to avoid waste and not fundamentally solve the problem.

Regarding the national target program on education, the General Secretary said that there are many goals set out, in which, delegates gave many comments on the teacher staffing and the situation of many places having a shortage or surplus of teachers, the difficulties in schools in mountainous, remote and isolated areas... Therefore, localities need to be proactive in managing staffing as well as ensuring enough schools and classes for children to go to school.

The General Secretary shared information: Recently, the Ministry of Education and Training coordinated with 14 border provinces to simultaneously organize the groundbreaking ceremony for 72 inter-level boarding schools in the mainland border communes (28 schools had started construction before) so that children can go to school most conveniently, in the best learning environment.

The General Secretary emphasized the significance and importance of building inter-level boarding schools in the land border communes in recent times, with investment in solid classrooms, English classrooms, gymnasiums, swimming pools, etc., thereby contributing to comprehensive training in education, physical education, and life skills for students. In that spirit, the Ministry of Education and Training and related units will continue to deploy and build 148 more schools according to this model, to be completed before 2030 to meet the current practical needs in the localities.

The General Secretary also pointed out current shortcomings. We aim to make English the second language in schools, but we need to solve the problem of training teachers to teach all subjects in English, only then can we meet the goal.

The General Secretary said that the National Target Program only focused on infrastructure (building schools, classrooms, etc.) and did not pay attention to training and developing human resources for both the health and education sectors. Therefore, the implementation of the National Target Program must be carried out in sync with other programs.

The General Secretary requested that the national target program must target the disadvantaged with specific work. Currently, we still have 8 million people with disabilities, including abandoned children with no place to rely on, and need society to join hands to contribute to solving the problem.

The General Secretary also emphasized that the national target program on education must ensure both educational and scientific values ​​and follow a standard process from kindergarten to university and post-graduate levels. To develop the country and to have high labor productivity, there must be education and training. Many specific sectors and fields such as health care must be trained in the next 5 or 10 years to have enough doctors to serve the people's medical examination and treatment needs. In that spirit, General Secretary To Lam said that it is necessary to discuss each specific part of the work to implement the national target program on education and health care. Every locality must contribute to the program, not just the Ministry of Education and Training and the Ministry of Health. Along with that is the coordination between the two ministries to solve common problems, such as school nutrition, meals for hospitals, schools, etc.
