This is one of the criteria used as a basis to evaluate the performance and classify the business in 2024 of the parent company - Vietnam Air Traffic Management Corporation.

Flight operations at Tan Son Nhat Airport are carried out by Vietnam Air Traffic Management Corporation.

The Minister of Transport has just signed a decision approving the 2024 production and business plan and construction investment plan of the Vietnam Air Traffic Management Corporation.

Accordingly, Vietnam Air Traffic Management Corporation is responsible for ensuring safe, smooth and efficient flight operations; profitable business; preserving and developing the owner's capital invested in the Corporation and the Corporation's capital invested in its subsidiaries; completing the tasks and production and business targets assigned by the owner, including the target of return on equity; ensuring the legitimate rights and interests of employees.

Regarding the flight operation assurance service provision plan, Vietnam Air Traffic Management Corporation must achieve a service output (flight operations) of 800,370 flights, an increase of 5.74% compared to 2023, of which departure and arrival flights are 426,130 flights, equal to 90.94% compared to 2023; transit flights are 374,240 flights, an increase of 29.79% compared to 2023.

Service quality must ensure safety, efficiency and security for 100% of flights within the assigned area of ​​responsibility.

Regarding the financial plan, Vietnam Air Traffic Management Corporation will achieve total revenue of VND 5,641 billion, an increase of 12.98% compared to 2023; total revenue of VND 3,897,889 billion, an increase of 6.01% compared to 2023; total expenditure of VND 2,798,146 billion, an increase of 8.50% compared to 2023; profit after tax of VND 885.6 billion, an increase of 3.77% compared to 2023 (after deducting the science and technology fund); pay to the State budget VND 2,427.81 billion, an increase of 18.81% compared to 2023.

In 2024, the Ministry of Transport assigned the Vietnam Air Traffic Management Corporation to implement 97 projects with a total estimated investment of VND 9,575 billion; disbursement in 2024 is VND 1,198 billion.

The Ministry of Transport requested the Vietnam Air Traffic Management Corporation to continue to focus all resources to accelerate the progress of key projects such as: Component Project 2 "Aircraft Management Services" of Long Thanh International Airport Phase 1; Ho Chi Minh City Air Traffic Control Center (ATCC/HCM), ensuring completion on schedule; improving the quality and efficiency of investment work.

In addition, based on the approved 5-year plan for the period 2021-2025, ICAO and IATA forecasts for the world and regional aviation market, Vietnam Air Traffic Management Corporation builds and implements production and business plan targets, construction investment plans, disbursement periods and determines capital needs, balances the ability to ensure capital sources and builds capital mobilization scenarios for development investment, ensuring the implementation of key specialized programs and projects on schedule in Decision 236/QD-TTg of the Prime Minister and Decision 22/QD-BGTVT on the master plan for the development of information, navigation, surveillance and air traffic management systems to 2020 and orientations to 2030.

Vietnam Air Traffic Management Corporation is one of the very few 100% state-owned, public-utility enterprises currently directly managed by the Ministry of Transport.

This enterprise with a charter capital of VND3,827 billion is the only unit in Vietnam assigned to provide public services to ensure flight operations for all civil aircraft operating at airports nationwide; in the airspace under Vietnam's sovereignty and flight information regions (FIRs) managed by Vietnam, along with other legally authorized airspaces.
