Hotline 111 is responsible for directly receiving, processing information, notifications, and denunciations of risks and acts of child abuse from agencies, organizations,educational institutions, families, and individuals via phone, and checking initial denunciations. In addition, in order to better support children, Hotline 111 has opened more channels to receive information from people such as: Zalo 111, App 111, Fanpage Hotline 111, Tongdai111.vn….
Article 23 of Decree 56/2017 of the Government stipulates the national telephone switchboard for child protection as follows:
- The national child protection hotline operates 24 hours a day, every day, and is guaranteed operational resources by the State.
- Use a short 3-digit phone number, no telecommunication fees or consultation fees for callers to the National Child Protection Hotline.
- Receive aid, financial and technical support from agencies, organizations and individuals; promote the phone number and services of the National Child Protection Hotline according to the provisions of law.
According to Article 22 of Decree 56/2017 of the Government regulating the tasks of the national child protection hotline, the national child protection hotline has the following 8 main tasks:
- Providing child protection services via telephone managed by the Ministry of Labor, War Invalids and Social Affairs ; (2)
- Receive notifications and denunciations from agencies, organizations, educational institutions, families and individuals via phone.
- Contact relevant or competent individuals, agencies, organizations, exploit information on mass media, online environment about risks and acts of child abuse to check information, make initial notifications and denunciations.
- Transfer, provide information, notify, denounce or introduce children at risk or being abused, children in special circumstances, parents, and caregivers of children to competent agencies, organizations, and individuals with the authority and function of protecting children.
- Coordinate with agencies, organizations, individuals, child protection service providers, individuals with authority and child protection functions nationwide to respond to the reception, exchange, verification of information, notifications, and denunciations about children who are abused or at risk of violence, exploitation, and abandonment.
- Support commune-level child protection workers in developing and implementing support and intervention plans for each case of abused children or children at risk of violence, exploitation, or abandonment. In addition, monitor and evaluate the development and implementation of this plan.
- Psychological, legal and policy consultation for children, fathers, mothers, family members and child caretakers;
- Store, analyze, and synthesize information to provide, inform, notify, and denounce upon request from competent agencies, organizations, and individuals regarding child abuse cases and child protection service providers; make periodic and ad hoc reports to state management agencies on children and other agencies with authority and responsibility for child protection.
