On the morning of July 11, Government Inspector General Doan Hong Phong chaired an online conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2024. Attending at the Cao Bang bridge were leaders of the Provincial Inspectorate; Inspectors of departments, branches, districts and cities.
In the first 6 months of the year, the Government Inspectorate and the entire Inspection sector focused on synchronously and effectively implementing inspection work, receiving citizens, resolving complaints and denunciations (KN, TC), preventing and combating corruption and negativity; ensuring proactiveness, flexibility, timeliness, focus, key points, and effectiveness. The entire sector carried out 3,910 administrative inspections, 58,025 specialized inspections and checks. Through inspection, rectifying management, perfecting mechanisms, policies and laws in many fields; detecting economic violations of VND 92,783.1 billion, 292.5 hectares of land; of which it was recommended to recover VND 59,431.6 billion, 24.9 hectares of land; accounting for, excluding from the settlement value due to non-compliance with regulations and requesting competent authorities to consider handling VND 33,351.5 billion, 252.5 hectares of land; Issued 49,982 decisions on administrative sanctions for organizations and individuals, with a total fine of VND 2,089 billion; recommended consideration and administrative handling of 856 groups and 3,862 individuals; transferred to the investigation agency for further consideration and handling of 94 cases and 73 subjects.
There were 163,301 people coming to state administrative agencies to complain, denounce, make recommendations, and reflect. Conducting inspections, reviews, and concluding and reporting to the Prime Minister to direct the handling of 102 complicated complaints and denunciations, including cases that have been considered and resolved by competent state agencies but citizens did not agree and continued to complain.
Implementing regulations on asset and income control, 282,826 people declared their assets and income during the period; 2,518 people had their asset and income declarations verified; 4 people were disciplined for dishonest asset and income declarations; 1,083 agencies, organizations and units conducted inspections of asset and income declarations and disclosures. There were 15 cases where leaders were concluded to be irresponsible for corruption. The total number of corruption cases detected was 19, of which, through internal inspection activities, 8 cases and 10 people were detected; through inspection and examination activities, 7 cases and 15 people were detected; through handling complaints and denunciations, 4 cases and 4 people related to corruption were detected.
In the last 6 months of the year, the entire Inspection sector will strengthen the supervision, appraisal and post-inspection handling, especially the inspection conclusions monitored and directed by the Steering Committee; advise on the implementation of Conclusion 77-KL/TW of the Politburo on Project 153 "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities" under the direction of the Prime Minister. Continue to inspect, review and thoroughly resolve mass, complicated and prolonged complaints and denunciations. Advise on the issuance of the Prime Minister's directive document on the dissemination and implementation of Regulation No. 131-QD/TW dated October 27, 2023 of the Politburo on regulations on controlling power, preventing and combating corruption and negativity in inspection, supervision, enforcement of party discipline and in inspection and auditing activities. Continue to build a National Database on asset and income control.
At the conference, units under the Government Inspectorate, Inspectorates of ministries, branches, People's Committees of provinces and centrally-run cities discuss and give opinions on improving the effectiveness of citizen reception, handling complaints and denunciations, contributing to stabilizing security and order; some problems in inspection and control of assets and income; planning management and implementation of construction planning; the role of the provincial inspectorate in advising the provincial People's Committee Chairman to handle complaints and denunciations...
Concluding the conference, Government Inspector General Doan Hong Phong requested the entire Inspection sector to continue to closely follow the programs, plans and directions of the Government, the Prime Minister, heads of administrative agencies at the same level and the practical situation to effectively implement inspection work. Strictly implement Regulation No. 131 of the Politburo on controlling power, preventing corruption and negativity in inspection, supervision, Party discipline enforcement and in inspection and auditing activities. Urgently complete large-scale thematic inspections on construction planning. Strengthen the work of urging post-inspection handling, especially regarding money, assets, land and handling of violating officials. Deploy the Government's plan on implementing Conclusion 77-KL/TW of the Politburo on Project 153.
The People's Committees of provinces and cities continue to do a good job of receiving citizens, proactively grasp the situation of citizens' complaints, and focus on resolving them right at the grassroots level. Review and thoroughly resolve mass, complicated, pending, and prolonged complaints and denunciations, especially those related to agricultural and forestry land.
Urge and guide all levels and sectors to effectively implement solutions to prevent corruption and enhance corruption detection through inspections and activities to resolve complaints and denunciations. Prevent and strictly handle situations of causing trouble and harassment to people and businesses in the performance of public duties.
