Accordingly, the Chairman of the Can Tho City People's Committee assigned the Director of the Department of Construction to preside over and coordinate with relevant units to urgently organize a review of roads, determine the causes of flooding and congestion, and propose solutions for handling in the coming time. At the same time, review planning projects related to flood prevention and drainage to evaluate, summarize and adjust in accordance with the Can Tho City Planning for the period 2021 - 2030, with a vision to 2050; adjusted general construction planning and updated climate change scenarios; study and propose investment projects for wastewater and waste treatment plants, etc. to ensure that they are suitable for the population size and area of the new city.
The Department of Construction is the focal point for receiving information, ideas, and solutions to prevent flooding for the city, thereby synthesizing, analyzing, evaluating, and advising the People's Committee of Can Tho City to choose a flood prevention plan for the city in the coming time; coordinate with the Department of Home Affairs to reward organizations and individuals with solutions and initiatives to prevent flooding according to regulations.

At the same time, organize inspection, monitoring, timely detection of damaged roads at risk of deep flooding for repair; traffic diversion during heavy rains, high tides, and floods to minimize impacts on traffic and people's movement.

Assign the People's Committees of Ninh Kieu, Tan An, Cai Khe, An Binh, Binh Thuy wards to proactively coordinate with relevant units to survey, assess the current status, causes of flooding and propose solutions to reduce flooding for deep flooding areas that affect traffic and daily life of local people. Estimate and supplement funds to promptly replace, repair, dredge and maintain damaged and degraded drainage systems, silted drainage canals and ditches. Strengthen propaganda and mobilize people to raise awareness of environmental sanitation, not to litter in water intakes and manholes in the area. Inspect, monitor and penalize people according to regulations in performing acts that restrict flow, cause sedimentation, encroachment on canals, ditches, manholes and drainage pipes in the area.
Assign the Department of Agriculture and Environment to work with departments, branches and localities to find solutions to properly operate valves, sluices and locks; forecast flood and high tide times to operate the sluice and lock systems, and limit urban flooding.
