DTO - The administrative procedure reform (AP) in Cao Lanh City has had many positive changes in recent times, with a number of assigned tasks having been completed, bringing many benefits to citizens and businesses. Thereby, contributing to promoting socio -economic development, building a friendly government that serves the people, and improving people's satisfaction with the government.
The Reception and Result Delivery Department of Cao Lanh City People's Committee simplifies administrative procedures, bringing convenience to citizens.
ATTENTION TO ADMINISTRATIVE REFORM
Cao Lanh City People's Committee focuses on investing in human resources, facilities, and equipment to serve digital transformation, especially promoting the application of information technology in handling administrative procedures. Information and propaganda work in many new forms, with the participation of the entire political system, thereby improving the effectiveness of administrative procedure reform, serving the people better.
The City People's Committee focused on directing the acceleration of the implementation of the contents and tasks set out in the 2023 Administrative Reform Plan and has implemented 24/24 tasks, reaching a rate of 100%. Mr. Vo Phan Thanh Minh - Chairman of Cao Lanh City People's Committee, said: "After receiving the conclusion of the Provincial Administrative Reform Inspection Team on the results of the inspection of administrative reform in the city, the City People's Committee proactively issued a document on rectification and overcoming limitations in administrative reform work to direct specialized agencies under the City People's Committee, People's Committees of communes and wards to urgently overcome the limitations according to the recommendations of the Inspection Team. At the same time, regularly monitor, urge and remind agencies and units to urgently overcome limitations and difficulties in administrative reform; actively study and apply solutions to improve the PAR index in 2023; fully deploy and disseminate the contents according to the direction of the Provincial People's Committee, instructions of departments and branches on implementing administrative reform".
At the same time, the People's Committee of Cao Lanh City directed the City Administrative Reform Inspection Team to conduct a review of the results of overcoming limitations and inspect the implementation of administrative reform tasks at 15 People's Committees of communes and wards to promptly support and guide localities in overcoming limitations and performing well the administrative reform tasks. The review results showed that all localities were interested in overcoming limitations in administrative reform, most of the limitations pointed out were overcome well, and the localities did not have any recurrence of limitations. Mr. Vo Phan Thanh Minh - Chairman of the People's Committee of Cao Lanh City, shared: "The locality determined that overcoming limitations in administrative reform is a regular and continuous task, with specific solutions and directions along with assessing the quality of overcoming according to each criterion and implementing it consistently with the participation of each agency, unit, cadre, civil servant, and public employee in the process of implementing administrative reform".
In 2023, Cao Lanh City People's Committee will review 38 procedures under the jurisdiction of the District People's Committee and 70 procedures under the jurisdiction of the Commune People's Committee. According to statistics from Cao Lanh City People's Committee, 28 administrative procedures under the jurisdiction of the District People's Committee were proposed to be simplified with a total cost savings of more than 443 million VND after simplification; 32 administrative procedures under the jurisdiction of the Commune People's Committee were proposed to be simplified with a total cost savings of more than 471 million VND after simplification.

BUILDING MANY NEW MODELS
In 2023, Cao Lanh City will build and implement 8 new administrative reform models. The new models will be effectively applied, contributing to promoting the digital transformation movement in the city and connecting citizens to the benefits of digital transformation and for the goal of building a friendly government that serves the people.
The model of "Instruction slip using QR Code application" and "3-no electronic authentication" in handling administrative procedures was deployed by the People's Committee of My Phu Ward in July 2023. The People's Committee of the Ward guides how to perform administrative procedures through QR Code. Corresponding to the QR Code model is an instruction slip for 1 area of administrative procedures, people only need to scan the code to find the procedure they want to learn about to view and prepare the necessary documents. This model helps citizens find exactly the procedure to do and see all the instructions related to the administrative procedure without having to meet the guiding civil servant directly. Ms. Cao Thi Ngoc Nen - Vice Chairman of My Phu Ward People's Committee, said: "The QR Code instruction form is one of the appropriate forms of propaganda about administrative procedures in the context of promoting administrative procedure reform associated with digital transformation. Through the implementation of the model in handling administrative procedures, up to now, instructions have been given using QR Code application in 340 cases and Electronic Authentication 3 No in 132 cases".
Citizens come to do administrative procedures at the Reception and Result Delivery Department of My Tan Commune People's Committee
In April 2023, the People's Committee of My Tan commune deployed and implemented the model of "Appointment-free records" and "QR Code application for quick lookup of sample records" to serve citizens in handling administrative procedures. The People's Committee of the commune deployed the QR Code application to create sample records related to administrative procedures in the field of civil status such as: confirmation of marital status; birth registration; re-registration of birth; marriage registration; re-registration of marriage; death registration, re-registration of death, excerpt of civil status; correction of civil status, addition of civil status; recognition of parents and children; adoption; guardianship; termination of guardianship.
Ms. Phan Ngoc Diep - Office Officer - Statistics of My Tan Commune People's Committee, said: "For the administrative procedure settlement process "No-appointment records" helps reduce the travel time of citizens when coming to the Commune People's Committee to perform administrative procedures. For the "QR Code application to quickly look up sample records" helps citizens to easily access and make a complete, complete, accurate set of records to send to the Reception and Results Department (TN&TKQ), without having to ask someone else to write for them or be shy when asking the instructor many times for the same content or asking relatives at home. Thereby helping to save citizens' time when coming to perform administrative procedures at the Commune People's Committee".
The "No-appointment file" model in the field of civil status and land receives files and returns results to citizens within 30 minutes - 45 minutes from the time the Justice - Civil Status officer receives them. The "QR Code application for quick lookup of sample files" is equipped by the Commune People's Committee with 4 QR Code tables located at the Department of Natural Resources and Environment for citizens to conveniently look up and access the necessary administrative procedure forms to declare when coming to perform administrative procedure transactions. The model aims to help citizens declare forms quickly and conveniently, reducing the number of people waiting to be guided on declaring administrative procedures; helping to quickly resolve administrative procedures for citizens and achieve high results. Mr. Nguyen Hoang Minh Tan, residing in Hamlet 1, My Tan Commune, went to the Department of Natural Resources and Environment of the People's Committee of My Tan Commune to carry out the procedure of confirming marital status, sharing: "After scanning the QR Code, you will receive a form with instructions on how to fill in the information on the declaration, so you do not need to ask the civil servant for instructions on how to fill in the information. I find that the "No Appointment Application" model handles procedures quickly, accurately, effectively and waits for results immediately, without having to go to the People's Committee of the Commune many times like before".

It can be seen that the administrative reform models in Cao Lanh City contribute to shortening the time to handle administrative procedures, reducing travel, avoiding inconvenience for citizens when performing administrative procedures at the Department of Natural Resources and Environment of the People's Committees of communes and wards. From there, the people agree and highly support the models and help promote the effectiveness of administrative reform, the working method in handling administrative procedures is improved in a modern, flexible and scientific direction. Mr. Nguyen Ngoc Luan Ly - Head of the Department of Internal Affairs of Cao Lanh City, shared: "The administrative reform models are deployed with the aim of supporting people and businesses to easily access administrative procedures in the context of the province and city accelerating digital transformation in administrative procedure reform, contributing to promoting the digital transformation movement in the city and gradually connecting people to the utilities that digital transformation brings".
