The pilot project will be implemented from August 1. This is the first step in the national transition to green fuels, expected to start in 2026. E10 biofuel, with a composition of 10% bioethanol mixed with 90% mineral gasoline, is considered an important solution to reduce CO₂ emissions, promote ethanol agriculture and diversify energy sources. According to the Government's roadmap, E10 biofuel will gradually replace mineral gasoline on the market.
The two largest players in the petroleum market, Petrolimex and PVOIL, are planning to launch E10 sales in August. Petrolimex has chosen to launch first in Ho Chi Minh City. The company has completed preparations for its tank system, blending technology, and is working with refineries to ensure a stable supply of E10 throughout the pilot period.
PVOIL also plans to launch in Hanoi and Hai Phong. According to Mr. Cao Hoai Duong - Chairman of PVOIL's Board of Directors, the sale of E10 gasoline from August 1 is to help customers gradually get used to the new fuel, avoiding "shock" when switching. In addition to meeting internal demand, PVOIL also plans to invest in E10 blending for other sources to ensure a stable supply for the market.
Petrolimex representatives expect that consumers will accept E10 because the price may be lower than RON95, while it is more environmentally friendly.
Ethanol supply is also being reviewed to ensure sufficient demand for the pilot and expansion. Currently, the country has 6 ethanol plants, of which 2 are operating with a capacity of about 100,000 m3 per year. If all are put back into operation, output could reach 500,000 m3 per year, enough to blend E10 gasoline for the domestic market.
In the initial phase, imported ethanol is still considered as a supplementary source. However, the long-term goal is to be fully proactive in domestic supply, while developing the agricultural - energy value chain. Input materials such as cassava and corn - which have had difficult prices in many seasons, can find stable output when the biofuel market develops.
Not only does it bring economic value, E10 gasoline also contributes to reducing greenhouse gas emissions thanks to its 9-10% ethanol content. This is one of the factors that helps Vietnam move closer to its commitment to carbon neutrality by 2050. In addition, the development of biofuels is also expected to strengthen national energy security.
Some countries such as the US, Brazil, and Thailand have applied biofuel for many years. Thailand once set a goal of replacing all RON91 gasoline with E10 and E20, thereby forming a complete and stable biofuel market.
