According to the Ho Chi Minh City People's Committee, with the current planning approved by competent authorities, the connection between Tan Son Nhat airport and Long Thanh airport via the preliminary urban railway network can be implemented in 4 options.
Ho Chi Minh City chooses priority option to connect Long Thanh - Tan Son Nhat airport
Accordingly, option 1 will connect via metro line 2 (Tham Luong - Ben Thanh, Ben Thanh - Thu Thiem sections) and the Thu Thiem - Long Thanh railway line. Option 2 will connect via metro line 6 and the Thu Thiem - Long Thanh railway line.
Option 3 connects via metro line 4 - metro line 2 - Thu Thiem - Long Thanh railway. Option 4 connects via metro line 2 (Tham Luong - Ben Thanh), metro line 1 (Ben Thanh - Suoi Tien) extension, metro line 2 of Dong Nai province and Thu Thiem - Long Thanh railway.
Based on the analysis of the advantages and disadvantages of each option, according to the Ho Chi Minh City People's Committee, the connection via metro line No. 2 (Tham Luong - Ben Thanh, Ben Thanh - Thu Thiem) and Thu Thiem - Long Thanh railway has favorable conditions for the earliest implementation.
Regarding the investment form of the projects, the Ho Chi Minh City People's Committee said that metro lines 2, 4 and 6 are on the list of planned projects attached to Resolution 188. The investment roadmap for the routes is determined for the periods 2026 - 2030 and 2031 - 2035, to be completed in 2035. Metro line 2 (Ben Thanh - Tham Luong) will be completed before 2032.
Projects will be implemented mainly in the form of public investment (central budget, local budget and other legal capital sources).
Regarding the Thu Thiem - Long Thanh railway line, the reports of the Ministry of Construction and the opinions of the Ho Chi Minh City People's Committee also proposed to implement it in the form of public investment. The Ministry of Construction also reported and proposed that the Prime Minister assign Ho Chi Minh City to be the competent authority to implement the project.
Thaco Group invests under BT, Pacific Construction Group proposes 3 options
In fact, the urban railway project connecting the two airports has attracted a number of investors. Among them, Truong Hai Group Joint Stock Company ( Thaco ) proposed connecting metro line 2 (Tham Luong - Ben Thanh, Ben Thanh - Thu Thiem) and Thu Thiem - Long Thanh railway.
The form that Thaco proposed is a public-private partnership (PPP) with a BT contract type. Currently, the city has a policy to assign Thaco to promote research and soon report the research results for implementation.
In addition, Pacific Construction Group Co., Ltd. (China) also proposed to the city an investment plan for a connecting axis through the Thu Thiem - Long Thanh railway with metro line 6.
The enterprise also proposed 3 forms of implementation in order of priority. Option 1 is public investment, participating in the general contractor (EPC); option 2 is in the form of public-private partnership investment (PPP) (BT contract type) and option 3 is a turnkey contract.
The city has discussed and worked with investors to consider cooperation in researching a number of urban railway routes and strategic transport infrastructure projects.
Based on the research results, the Ho Chi Minh City People's Committee proposed that the Prime Minister consider and direct a number of contents. Specifically, Ho Chi Minh City proposed that the Prime Minister agree on the policy of prioritizing the acceleration of the implementation of metro line 2 (Ben Thanh - Tham Luong, Ben Thanh - Thu Thiem sections) and the Thu Thiem - Long Thanh railway.
At the same time, continue to invest in urban railway line No. 6 to connect Tan Son Nhat airport with Long Thanh airport. This project will form an additional transport corridor connecting the two airports, helping to reduce the load on routes through the central area of Ho Chi Minh City.
The Prime Minister assigned the People's Committee of Ho Chi Minh City to urgently preside over and coordinate with the People's Committee of Dong Nai province to carry out necessary procedures (adjust the provincial planning, report to the People's Council to unify the project's governing body/competent agency,...) in accordance with the direction of Deputy Prime Minister Tran Hong Ha.
After the planning related to the Thu Thiem - Long Thanh railway line is approved, Ho Chi Minh City will coordinate with relevant agencies to report to competent authorities to consider and add the Thu Thiem - Long Thanh railway line to the list of planned projects attached to Resolution 188.
Ho Chi Minh City proposed that the Prime Minister be proactive in researching investment plans and working with capable investors and contractors to participate in project investment under the public-private partnership model, ensuring fast and effective implementation.
