According to a report sent to the Ho Chi Minh City People's Committee, the Department of Construction said that from the end of 2022 until now, this agency has focused on recording and gradually resolving difficulties of businesses and real estate projects in the city.
Up to now, the Working Group to remove difficulties for real estate projects has held many meetings, focusing on legal issues that projects have not been able to resolve. At the same time, it has coordinated with inter-sectoral agencies to handle specific difficulties in each project, under the authority of the Ho Chi Minh City People's Committee.
Many projects have been cleared by Ho Chi Minh City in recent times.
With 189 petitions from 148 projects recorded by the Ho Chi Minh City Real Estate Association (HOREA), the Ho Chi Minh City People's Committee directed departments and branches to resolve 43 petitions from 39 projects. In the coming time, the city will continue to focus on resolving 71 petitions from 48 projects related to construction investment procedures.
Regarding 30 proposals of 30 projects related to granting land use right certificates, the Department of Natural Resources and Environment continues to review and speed up the settlement process. In addition, the city is currently monitoring and continuing to handle when there are conclusions or verdicts for 21 projects under the inspection, investigation, and legal review group and 16 projects under the public land group - equitized state-owned enterprises.
From the fourth quarter of 2022 to present, the Ho Chi Minh City People's Committee has also resolved projects that are eligible to mobilize capital and open for sale future housing but have encountered problems from the legal review of previous project implementation. Thanks to that, in the first 6 months of 2023, Ho Chi Minh City has considered selling future housing for 14,066 apartments.
In addition, the Ho Chi Minh City Department of Construction has also worked with the Ministry of Construction to receive guidance on removing obstacles in social housing projects, renovation and reconstruction projects of old apartments and planning. For commercial housing projects under the authority of the Government and the National Assembly, the city has also compiled issues to send a report asking for handling instructions.
In this group, 28/48 projects transferred by the Government 's Working Group have been directed to be resolved immediately by the Ho Chi Minh City People's Committee. For the remaining 14/42 projects, departments and branches are continuing to review the legality to report to the Ho Chi Minh City People's Committee for resolution on a case-by-case basis.
