Accordingly, the Department of Education and Training of Ho Chi Minh City regulates school transfers for students at each level as follows:
Transfer school step Primary school : solved in 6 days
The Ho Chi Minh City Department of Education and Training said parents can submit school transfer applications for primary school students directly or online at https://chuyentruong.hcm.edu.vn.
Within no more than 3 working days from the date of receipt of the application, the principal of the transfer location must respond to the parents (in case of disagreement, the reason must be clearly stated in the application).
When the transfer school agrees to accept the student, the parent or guardian will submit a transfer application to the school from which the student is transferring. Within no more than 3 working days from the date of receipt of the application, the principal of the school from which the student is transferring is responsible for returning the application to the student.
The school from which the student is transferred guides the completion and validation of the application. The school from which the student is transferred receives and manages the application and arranges classes for the student.
Particularly for transferring primary schools from abroad to the country or from international schools in the area to public schools: Parents carry out the above procedures. If they agree to accept the student, within no more than 7 working days from the date of receiving the application, the principal of the public primary school will establish a council, organize a survey of the student's level, place them in appropriate classes, issue a transcript, etc.

Transferring high school: principal decides
According to the Ho Chi Minh City Department of Education and Training, school transfers can only be made at the end of the first semester of the school year or during the summer break. Exceptions regarding time must be considered and decided by the chairman of the People's Committee of the commune, ward, or special zone (for junior high school), or the director of the Department of Education (for high school) of the destination.
Regulations on school transfer in the city:
The principal of the place of departure checks the documents and issues a letter of recommendation for departure. The principal of the place of arrival checks the documents for acceptance.
The principal of the school receiving the transfer student shall accept the student based on the annual enrollment quota. The principal of the school receiving the transfer student and the principal of the school receiving the transfer student must exchange information on whether they agree or disagree with the transfer student before signing the transfer and accepting the transfer student.

Transferring to Ho Chi Minh City from other provinces and cities in the country:
For high school students: the principal will check the documents and accept them.

- Certificate of admission to the first grade of high school specifying the type of school to be admitted (public or private)
- School transfer letter issued by the principal of the school where you are going.
- A school transfer letter issued by the chairman of the People's Committee of the commune, ward, or special zone (for junior high school) or the director of the Department of Education (for high school) of the place of departure. If the Department of Education of the place of departure has delegated the authority to handle administrative procedures to the principal, a school transfer letter from the department is not required.
Transferring schools from Ho Chi Minh City to other provinces and cities in the country
For students studying in high school: The principal receives, checks the documents, and issues a transfer recommendation letter.
For secondary school students: The Chairman of the People's Committee of the commune, ward, or special zone receives and checks the documents and issues a letter of recommendation for transfer.

- Certificate of admission to the first grade of high school specifying the type of school to be admitted (public or private)
- School transfer letter issued by the principal of the school (for high school level)
