The Department of Education and Training of Ho Chi Minh City has regulations and instructions on the implementation of records and procedures for transferring schools, re-applying for study, and reserving study results for high school students from the 2025-2026 school year after Ho Chi Minh City merges with Binh Duong and Ba Ria - Vung Tau provinces.
School transfer regulations for primary school students
Parents of students submit transfer applications directly or online at https://chuyentruong.hcm.edu.vn .
Within no more than 3 working days from the date of receipt of the application, depending on the actual conditions of the school, class size, and student population, the principal of the transfer location shall agree to accept the student into the application. In case of disagreement, the reason for the application must be clearly stated and the application fee returned to the student's parents in the form in which the application was received.
When the transfer school agrees to accept the student, the parent or guardian submits a transfer application to the school from which the student is transferring. Within no more than 3 working days from the date of receipt of the application, the principal of the school from which the student is transferring is responsible for returning the application to the student.
The school from which the student is transferred guides the completion and validation of the application. The school from which the student is transferred receives and manages the application and arranges classes for the student.
In the case of transferring from a foreign primary school to the country or from an international school in the area to a public school, parents must carry out the above procedures. In case of agreeing to accept the student, within no more than 7 working days from the date of receiving the application, the principal of the primary school shall establish a council, organize a survey of the student's level, arrange appropriate classes, issue transcripts, etc.
The transfer student profile includes: Application for transfer; Academic transcript; Information on learning materials, program implementation progress, summary table of student training and learning assessment results according to regulations; Individual education plan for students with disabilities (if any).
School transfer regulations for middle and high school students
Transfers are made at the end of the first semester of the school year or during the summer break before the start of the new school year. Exceptions regarding time will be considered and decided by the Chairman of the People's Committee of the commune, ward, or special zone (for junior high school level) or the Director of the Department of Education and Training (for high school level) of the destination.
Transfer school within the city
The principal of the place of departure checks the documents and issues a letter of recommendation for departure. The principal of the place of arrival checks the documents for acceptance.
The principal of the school receiving the transfer student shall accept the student based on the annual enrollment quota. The principal of the school receiving the transfer student and the principal of the school receiving the transfer student must exchange information on whether they agree or disagree with the transfer student before signing the transfer and accepting the transfer student.
Documents include: Application for school transfer; Academic transcript (original); School transfer recommendation letter issued by the principal of the school; Valid documents related to the reason for school transfer (if any)

Transferring schools to Ho Chi Minh City from other provinces and cities in the country
For secondary school students, the chairman of the People's Committee of the commune, ward or special zone checks the documents and introduces the school.
For high school students, the principal checks the documents and accepts them.
The application includes: Application for school transfer; Transcript (original); Certificate of admission to the first grade of high school specifying the type of school to be recruited (public or private); Letter of introduction to transfer issued by the principal of the school where the student is going; Letter of introduction to transfer issued by the chairman of the People's Committee of the commune, ward, or special zone (for junior high school level) or the director of the Department of Education and Training (for high school level) where the student is going. If the Department of Education and Training where the student is going has delegated the authority to handle administrative procedures to the principal, then a letter of introduction to transfer from the Department of Education and Training is not required.
Transferring schools from Ho Chi Minh City to other provinces and cities in the country
For secondary school students: The Chairman of the People's Committee of the commune, ward, or special zone receives and checks the documents and issues a letter of recommendation for transfer.
For students studying in high school: The principal receives, checks documents, and issues a transfer recommendation letter.
The dossier includes: Application for school transfer (with acceptance from the transfer school); Transcript (original); Certificate of admission to the first grade of high school specifying the type of school to be recruited (public or private); Letter of introduction to transfer issued by the principal of the school where the student is going (for high school); Letter of introduction to transfer issued by the principal of the secondary school and letter of introduction to transfer issued by the People's Committee of the commune, ward, or special zone where the student is going (for secondary school).
