What is the purpose of Ho Chi Minh City's mass student capacity survey?

In which, grade 3 and 7 students will be tested on application ability; grade 9 and 11 students will be tested on foreign language ability. This is a test for students in both public and non-public schools.

Regarding the reason for conducting the survey, a leader of the Department of Education and Training said: "The capacity survey aims to evaluate the results and quality of teaching and learning of students and teachers in the city. On that basis, the department and units will have solutions to promote strengths and overcome weaknesses in teaching and learning."

The results of the student capacity survey are only used for analysis and research purposes, and are absolutely not used to compare, classify, or evaluate students and teachers. In addition, the survey also guides schools to develop periodic tests according to the goals of the 2018 General Education Program (which is to develop students' capacity).

It is known that the department will conduct a capacity assessment for students of all grades.

For block 3:

The survey is designed in an integrated manner, including 20 questions (10 math questions, 10 Vietnamese questions) about basic knowledge and students' ability to apply knowledge to real life through the subject.

Time to complete the test: 40 minutes. The survey is conducted on a computer at school. Survey time: March 14, 2024.

For block 7:

The online survey is in the form of an objective test with 40 questions, assessing the application ability of 7th grade students through the subjects: literature, math, English, natural science , history and geography, and civic education.

The survey will take 60 minutes. 100% of 7th graders at public and non-public secondary schools will participate in the survey via computers or smart devices such as tablets and smartphones. The survey is expected to be completed by the end of the second semester.

For grade 9 and grade 11:

Cambridge Assessment English is a standard objective test of English proficiency (covering listening, reading and writing skills).

The survey duration is 90 minutes. 100% of grade 9 and 11 students at public and non-public middle and high schools participate in the survey on computers or smart devices. The survey is expected to take place in April 2024.

Why have a foreign language proficiency test?

Regarding the goal of foreign language proficiency survey, the department said:

The survey aims to evaluate the output standards of the foreign language project implemented according to Decision 2080 dated December 22, 2017 of the Prime Minister (on approving adjustments and supplements to the project on teaching and learning foreign languages in the national education system for the period 2017-2025).

At the same time, the survey also aims to assess student quality, maintain and improve foreign language proficiency for students in Ho Chi Minh City. From the survey results, the department's professional department will assess foreign language teaching and learning in secondary and high schools; propose solutions to improve the quality of foreign language teaching and learning.

It is known that Ho Chi Minh City has achieved 7 consecutive years of being the top scorer in the country in the high school graduation exam results in foreign languages. Notably, for 2 consecutive years, Ho Chi Minh City has had the top scorer in English in the national high school graduation exam (school year 2022-2023 and school year 2023-2024).
