
The Ho Chi Minh City People's Committee has just issued Decision No. 785/QD-UBND approving the Project to renovate and rebuild old, damaged and degraded apartment buildings in the city. Accordingly, the Ho Chi Minh City Department of Construction is the standing agency advising the City People's Committee on the organization and implementation of the above project.
Currently, in the city, there are 474 old apartment buildings built before 1975 that have been inspected since 2016. Most of these apartment buildings are degraded and severely damaged, most of them have not been maintained, repaired, or upgraded, affecting the load-bearing structure of the building, not ensuring safety for use. District 5 has the most old apartment buildings before 1975 with 206 apartments.
The project clearly states that the renovation and reconstruction of old apartment buildings will be carried out according to the principle of ensuring harmony of interests, rights and obligations of people, authorities and investors according to the provisions of law. Taking the common interests of the residential community with social security goals as the main focus.
In addition, the main source of construction investment capital is socialized, limiting investment from the budget. Investors are selected to balance investment efficiency, ensure financial implementation, meet enough housing funds to serve resettlement needs, and at the same time, are allowed to do business in the remaining housing funds and other commercial and service works in the project.
According to the above project, Ho Chi Minh City strives to basically complete preparations for the renovation and reconstruction of old apartment buildings by 2030.
For 16 grade D apartment buildings, new construction will be completed for 7 severely damaged and dangerous apartment buildings built before 1975 (inspected, relocated, and dismantled).
Complete new construction of 9 grade D apartment buildings that are severely damaged and dangerous, have been inspected but have not been relocated or have been relocated in the middle. Reinforce grade B and C apartment buildings built from 1975 to 1994.
In addition, Ho Chi Minh City strives to complete the renovation and reconstruction of severely damaged, dangerous, grade D or expired apartment buildings built between 1975 and 1994 by 2035.
