Ho Chi Minh City: Stop registering new badges for technology motorbikes using gasoline from January 2026

The Institute for City Development Studies is completing the Project on Converting 2-wheeled vehicles from gasoline to electric vehicles for technology drivers and delivery drivers in Ho Chi Minh City. The project has proposed transition stages for shippers and technology vehicles; proposed support policies for shippers, technology drivers and people buying new electric motorbikes and an implementation roadmap.

Mr. Le Thanh Hai, Director of the Center for Economic Application Consulting, Ho Chi Minh City Institute for Development Studies, said that it is expected to be implemented in 4 years (from now until 2029) to completely convert about 400,000 shipper and technology vehicles to electric vehicles. The city also has a roadmap to gradually convert buses, trucks, etc. to electric vehicles.

The project will be submitted to the Ho Chi Minh City People's Committee in July 2025, with support and incentive policies expected to be applied from January 1, 2026 (if approved by all levels). The project aims to convert all two-wheeled vehicles from gasoline to electric by 2029 for all shippers and technology drivers; reduce 100% of polluting emissions and greenhouse gases from this group of vehicles.

The research team proposed 4 transition phases for shippers and technology drivers: Phase 1 (by December 2025) reaches 30%, about 120,000 vehicles. Phase 2 (by December 2026) reaches 50%, about 200,000 vehicles. Phase 3 (by December 2027) reaches 80%, about 320,000 vehicles. Phase 4 (by December 2029) reaches 100%, about 400,000 vehicles.

From January 2026, Ho Chi Minh City will begin to apply preferential policies and stop allowing new badge registration (stop signing new contracts) for gasoline motorbike drivers who want to participate in providing services on technology-based ride-hailing platforms. Drivers using gasoline motorbikes who registered and were approved before January 1, 2026 will still operate normally and need to have a plan to switch from gasoline to electric vehicles.

From January 2027, gasoline vehicles will be restricted from operating during peak hours in low-emission areas. From January 2028, units will tighten emission control policies. From December 2029, Ho Chi Minh City will completely ban gasoline vehicles from providing services on technology-based ride-hailing platforms.

According to the spirit of Resolution 198, it is expected that private enterprises producing and trading electric motorbikes will receive 2% interest rate support per year from the State when borrowing capital to implement green, circular projects and apply the environmental, social, and governance (ESG) standards framework.

The project proposes to support credit guarantees for technology drivers, delivery drivers and provide legal support for banks to quickly recover bad debts; support connecting electric motorbike manufacturing and trading enterprises to coordinate with banks to design credit products for electric motorbike conversion loans; support creating conditions for the operation of rest stops combined with electric charging stations; support creating conditions for electric motorbike manufacturing and trading enterprises to apply preferential policies to encourage drivers to switch to using electric motorbikes; support creating conditions for enterprises to purchase, exchange, recycle, and remove old gasoline-powered two-wheelers from circulation...

The project also recommends that the Central Government exempt value-added tax, registration fees, registration fees and new license plates for the first time for electric motorbikes within 2 years from January 1, 2026. At the same time, refund value-added tax on each trip, supporting drivers using electric motorbikes to provide services.

The number of gasoline-powered motorbikes that people have purchased and are providing services on technology-based ride-hailing platforms in Ho Chi Minh City can be brought to localities where there are no bans.

Regarding the "Project to control vehicle emissions in Ho Chi Minh City", the City People's Committee assigned the Department of Construction to implement the construction in 2 phases.

Mr. Ngo Hai Duong, Head of the Road Transport Management Department, Ho Chi Minh City Department of Construction, said that the first phase of the Vehicle Emission Control Project has been completed and reported to the City People's Committee. Accordingly, a roadmap for bus conversion in the city has been set with the goal that by 2030, 100% of buses in Ho Chi Minh City will use electricity; policies have been issued to support businesses in converting buses to electricity, green energy and support the construction of electric charging stations; and a roadmap for investing in the development of electric charging stations according to the bus conversion roadmap.

The Department of Construction is coordinating with relevant agencies and units to research and advise on completing the draft Resolution under the direction of the City People's Committee in the direction of supplementing the impact assessment after Ho Chi Minh City completes the streamlining of the apparatus and merges with Binh Duong and Ba Ria - Vung Tau provinces for synchronous implementation in the new Ho Chi Minh City. It is expected to complete the report to the City People's Committee and submit it to the City People's Council in the fourth quarter of 2025.

As a result of phase 2, the consulting unit is developing a Project with the scope of the new Ho Chi Minh City. It is expected to complete the Project, collect opinions from units in the third quarter and report to the City People's Committee to submit to the City People's Council in the fourth quarter of 2025. In particular, focusing on the tasks of developing incentive policies, incentives and roadmaps for individuals, households, cooperatives and enterprises to convert means of transport from using fossil fuels to using clean energy, green energy and the implementation roadmap, including: Taxis, technology cars, contract cars, passenger cars and trucks, personal vehicles, cars and vehicles managed by public administrative units, state-owned enterprises and private enterprises.

Calculate, propose roadmap, conditions, policies to implement the contents of the Project such as: urban space planning, locations, works integrating charging stations, battery replacement stations or parking lots for electric vehicles; ability to meet energy supply; technical requirements for electric charging stations; regulations on investment and installation of energy charging stations when constructing urban areas, apartment buildings, and crowded works; preferential policies for investment in developing electric charging station infrastructure...

Policy on purchasing and exchanging old vehicles for new vehicles using electricity and green energy, and handling old vehicles to reduce environmental pollution; Measuring and calculating to propose a roadmap and solutions to control emissions from road vehicles in Ho Chi Minh City by 2030 and vision to 2050, including zoning measures, prioritizing vehicles using green energy, limiting the operation of road motor vehicles using fossil fuels in the central area of Ho Chi Minh City, Can Gio district, Con Dao district...
