Ho Chi Minh City focuses on disbursing public investment capital

On the afternoon of August 1, the Ho Chi Minh City People's Committee held a regular meeting for July 2024. Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai chaired the meeting.

Reporting on the socio -economic situation in the past 7 months, Ms. Le Thi Huynh Mai, Director of the Department of Planning and Investment of Ho Chi Minh City, said that the economic sectors of services and industry all grew strongly, specifically: total retail sales of goods and consumer service revenue are estimated at 661,521 billion VND, up 10% over the same period; export turnover is estimated at 26.07 billion USD, up 10%; total tourism revenue is estimated at 108,004 billion VND, up 15.4% over the same period in 2023; passenger transport volume is estimated at 279 million, up 20.8% over the same period. The production index of the entire industry in the area increased by 6.2%. The number of newly established enterprises was 29,991, an increase of 8.4% in quantity... The total state budget revenue of Ho Chi Minh City is estimated at 308,724 billion VND, reaching 63.9% of the estimate and increasing by 14% over the same period.  

Projects in the area are being accelerated to soon be put into operation such as: Metro Line 1 (Ben Thanh - Suoi Tien) has completed more than 98% of the volume; Metro Line 2 (Ben Thanh - Tham Luong) has basically completed the procedures for issuing compensation decisions for 584/586 cases, reaching 99.6%; Component 1 of Ring Road 3 City Project is divided into 14 construction packages, of which 10 main construction packages have been bid and are being implemented. Component 2 Project currently has 99% of the handed-over site; National Highway 50 expansion project; Tham Luong - Ben Cat - Nuoc Len canal renovation project...

Some key tasks set out in August are to focus on implementing and disbursing the public investment capital plan; speeding up the implementation of key projects, identified as one of the key political tasks of the City in 2024. Strive for the capital disbursement rate for the whole year to reach over 95% as committed and planned. Speed up the progress of planning, investment in construction of synchronous infrastructure; Project to adjust the General Planning of Ho Chi Minh City to 2040 with a vision to 2060; Project to plan Thu Duc City in Ho Chi Minh City to 2040. Complete and submit to the Ministry of Planning and Investment for review of the planning documents that have been accepted and completed according to the Appraisal Report. Focus on completing and promulgating the Implementation Plan for the Project on developing small-scale irrigation, intra-field irrigation, sample designs, typical designs of small-scale irrigation, intra-field irrigation in the City; Plan to investigate and determine the current status of forests in the City, etc.

At the meeting, delegates discussed and gave comments on the draft Directive of the Ho Chi Minh City People's Committee on tasks and solutions to promote economic growth in Ho Chi Minh City until 2025. The development of the Directive aims to focus on managing to achieve GRDP growth of at least 7.5% in 2024 and 8 - 8.5% in 2025; Focus on improving PCI and Par-Index, striving to reach the Top 5 leading localities in the country...

To achieve the growth target, the Chairman of the Ho Chi Minh City People's Committee requested relevant agencies to focus on specific management, focusing on 3 groups of growth drivers: investment, export and consumption, the first of which is public investment. According to comrade Phan Van Mai, in the remaining 6 months, the City's task is to disburse 10,000 billion VND each month. Therefore, investors focus on accelerating construction progress, completing documents for disbursement and committing to the monthly disbursement amount.
