Accordingly, the People's Committee of Hue City has issued 12 decisions on the forced relocation of 12 households still living inside Block A of Dong Da Residential Area to clear the ground for the project to renovate and rebuild 3 blocks of residential areas of the Residential Area, while ensuring the safety of people during the rainy and stormy season. The People's Committee of Hue City assigned the City Land Fund Development Center to preside over the enforcement, coordinate with the People's Committee of Phu Nhuan Ward, the Urban Management Team, the project investor, and relevant agencies to arrange apartments, organize the relocation of owners and users of the above-mentioned apartment buildings to temporary accommodation to hand over the premises to the project investor. After the enforcement decision takes effect, people will be moved to temporary accommodation at Apartment Building No. 3, Huong So Ward, Hue City.

The leader of Hue City People's Committee said that the reason for the forced relocation of the owners and users of the apartment building was because after the results of the quality inspection of the current status of the building; block A was in danger level D (the load-bearing capacity of the load-bearing structure could not meet the requirements of normal use, the building appeared in a state of overall danger), block B and C were in danger level C, and at the same time, the site clearance for the project to renovate and rebuild blocks A, B, C of Dong Da KCC was carried out.

It is known that Dong Da apartment building consists of 5 rows of houses (A, B, C, D, E) built and put into use from 1979, 1988 with a total construction area of 3,307m2, total usable floor area of 7,971m2. After many years of use, Dong Da apartment building has seriously degraded and does not ensure fire safety, the infrastructure is shabby, affecting the urban beauty.
