Ho Chi Minh City adds 1,300 new classrooms for the 2025-2026 school year

To meet the demand for learning space in the context of an increase in the number of students in the 2025-2026 school year compared to the previous school year, Ho Chi Minh City plans to put into use 1,287 new classrooms from the city budget (585 primary school classrooms, 412 secondary school classrooms, 151 preschool classrooms, and 112 high school classrooms).

In addition, it is expected that about 200 preschool classrooms and 190 general education classrooms will be invested from socialized sources.

According to the report on the implementation of tasks for the 2024-2025 school year and preparations for the new 2025-2026 school year of the Ho Chi Minh City People's Committee, it is expected that in the 2025-2026 school year, the whole city will have more than 2.5 million students from preschool to high school (an increase of more than 39,600 students compared to the previous school year).

Of which, the number of students increased the most at the junior high school level, increasing by nearly 43,000 students; the primary school level increased by nearly 9,500 students; the preschool level increased by more than 4,700 students; and the high school level increased by more than 1,400 students.

From the construction and repair of classrooms, in the 2025-2026 school year, the city will ensure that 100% of children living in the area have enough places to study, ensuring conditions for facilities and equipment to organize activities at educational institutions according to the requirements of the new General Education Program.

To continue ensuring the quality of education in the new context, the city will build and deploy an inter-regional management organization model; increase decentralization and flexible authorization for regions; standardize reporting processes and cross-check data connectivity and common operating technology between headquarters; and at the same time, train personnel and maintain regular inter-regional professional meetings.

Regarding staff, the Department of Education and Training of Ho Chi Minh City has proactively submitted to the City People's Committee for approval to assign the Department to organize the recruitment of civil servants for public service units under the People's Committees of communes, wards and special zones in the area to prepare for the 2025-2026 school year.

Along with that, the City Education Department focuses on summer training for teachers and managers to improve the quality of the team, ensuring the quality of teaching subjects and educational activities according to the new General Education Program.

The Ho Chi Minh City People's Committee emphasized that the City always puts education development as the top priority; specific mechanisms and policies in the education sector are always prioritized by the City to be issued and implemented synchronously and uniformly, thereby creating a clear change in the work of fundamental and comprehensive innovation in the education and training sector.

Sectors and levels have issued many policies to create conditions for education and training to develop, effectively implementing fundamental and comprehensive innovation in education and training according to general policies.

The resolutions of the City People's Council and the decisions of the City People's Committee on education have created a legal corridor, ensuring publicity and transparency in the organization of educational activities, contributing to creating a breakthrough in the field of Education and Training, suitable to the characteristics of the city; improving the effectiveness of management and supervision of management agencies over educational institutions...

However, the planning and management of the school network has not kept up with the city's development needs; the progress of school construction according to the plan, although being paid attention to, has not met the increasing demand for learning places every year.

The team of managers, teachers and staff is still lacking and not uniform in structure; some do not meet the requirements of foreign language and IT proficiency, leading to failure to keep up with the requirements of innovation in education and integration.

The City People's Committee recognizes that the merger of Ho Chi Minh City with Binh Duong and Ba Ria-Vung Tau to form a new megacity will bring many advantages to the education sector but also many challenges (large administrative boundaries, diverse types of education, and uneven infrastructure in localities). Therefore, the sector needs to focus on researching solutions to ensure quality and teaching conditions suitable to the new situation.
