Of the 9 central-level projects, 5 new projects were started and 4 projects were completed and put into use. Ho Chi Minh City also implemented 23 projects started and 7 projects inaugurated at the city level, focusing on the fields of transportation and urban beautification.
Notably, the HCM City Traffic Construction Investment Project Management Board has started the bidding package for mine clearance, technical infrastructure relocation and construction of residential roads under the HCM City - Moc Bai ( Tay Ninh ) Expressway project. The project has a total length of 51km (the section through HCM City is 24.7km long; through Tay Ninh is 26.3km long), a design speed of 120km/h, with a scale of 4 lanes. The project has a starting point connecting to Ring Road 3 (at KM56+245), Phu Hoa Dong Commune, HCM City and an end point connecting to National Highway 22 (at Km53+850), Ben Cau Commune, Tay Ninh Province (about 7km from Moc Bai border gate).

The Ho Chi Minh City – Moc Bai Expressway is divided into 4 component projects, invested in the form of PPP (BOT), with a total investment of 19,617 billion VND. Of which, the State capital is 9,674 billion VND (including 2,872 billion VND from the Central budget and more than 6,802 billion VND from the Ho Chi Minh City budget); the rest is arranged by the investor.
When completed, this expressway will reduce pressure on National Highway 22, shorten travel time from Ho Chi Minh City to Tay Ninh, and enhance connectivity with economic corridors in the Southeast region and Cambodia.
Director of the Ho Chi Minh City Department of Transport Luong Minh Phuc said that the city is flexibly applying special mechanisms allowed by the National Assembly and the Government to speed up progress. The main phase of the project is expected to start in January 2026 and be completed by the end of 2027.
