On July 21, the Ho Chi Minh City People's Committee issued an urgent document requesting departments, branches, wards, communes and special zones to proactively implement preventive measures and prepare detailed response plans in case storm No. 3 affects the city. In particular, it emphasized the requirement that forces, vehicles and supplies must be ready to respond in case of heavy rain, storms and flooding.
All relevant units must organize a serious 24/7 on-duty shift according to Decision No. 3039/QD-UBND dated August 6, 2024, announce on-duty phone numbers, and assign specific on-duty forces to promptly support people when needed.

For coastal areas, especially Con Dao special zone, Ho Chi Minh City requires strict implementation of plans to ensure safety for people and vessels operating at sea according to Decision No. 812/QD-UBND. The work of counting and guiding vehicles, including tourist boats, to leave dangerous areas or to safe shelters must be carried out urgently.
The Ho Chi Minh City Command, City Police, Border Guard and Maritime Port Authority were mobilized, ready with forces and equipment to participate in rescue when requested.
Regarding flood prevention, the Department of Construction, the Urban Drainage Company, the Irrigation Service Management Company and the Technical Infrastructure Management Center coordinate with localities to operate sewer systems, sluice gates and pumps to minimize flooding caused by heavy rain.
At the same time, the Department of Construction directed urgent tree pruning; the City Parks and Trees Company must proactively handle incidents of fallen trees. The Ho Chi Minh City Electricity Corporation was also assigned the task of quickly fixing electrical problems caused by storms.
In particular, the Department of Tourism and Saigon Tourist Corporation - One Member Limited Liability Company are required to temporarily suspend all tourist boat operations on rivers and seas during dangerous weather. The vehicles must be thoroughly inspected, fully equipped with life jackets, life buoys and communication equipment to ensure the safety of tourists.
The Ho Chi Minh City People's Committee also directed the Department of Culture and Sports to coordinate with the Department of Construction to review and reinforce the system of billboards and advertising panels; and to temporarily postpone organizing outdoor programs if there is a bad weather warning from the meteorological agency.
