Ho Chi Minh City: Continue to complete draft laws in the field of education

On the afternoon of October 8, the Ho Chi Minh City National Assembly Delegation held a conference to collect comments on the draft Law on Higher Education, Law on Vocational Education and Law on amending and supplementing a number of articles of the Law on Education.

According to comrade Nguyen Thien Nhan, former member of the Politburo , former Secretary of the Ho Chi Minh City Party Committee, and member of the 15th National Assembly, education is currently considered the top national policy. "This is the time when we amend many laws to enter a new phase, so we must amend them correctly and accurately," comrade Nguyen Thien Nhan emphasized.

Participating in the conference, Associate Professor Dr. Huynh Ky Phuong Ha, Vice Rector of the University of Technology (VNU-HCM) expressed concern about the abolition of the school council. According to the draft Law on Higher Education , the school council will be abolished but many related issues have not been clarified.

Specifically, how will universities implement plans and projects previously approved by the school council? What additional positions need to be added to strengthen management after the school council is abolished?

From another perspective, Associate Professor Dr. Bui Anh Thuy, Dean of the Faculty of Law, Van Lang University, said that the draft Law on Higher Education has not clarified whether the state has any financial support mechanism for private universities or not; whether the preferential policies applied to public universities are also applied to non-public universities or not.

In addition, many opinions proposed to have more guidelines for interconnection between laws, between legal documents and sub-laws to reduce difficulties in implementation; clearer regulations on the organizational structure and operation of university branches; separate mechanisms for national universities in approving doctoral training programs...

Regarding the draft Law amending and supplementing a number of articles of the Law on Education, Dr. Vo Truong Son, Deputy Director of the Ho Chi Minh City branch of the University of Transport, proposed building a national database of diplomas and certificates with a unified format, digital signatures and QR codes to prevent forgery.

Regarding the draft Law on Vocational Education, a representative of the University of Transport in Ho Chi Minh City proposed adding to the law regulations on the management and use of artificial intelligence in vocational training, including ethics, responsibility... to both exploit new technology and avoid risks.

In addition, it is necessary to clearly stipulate the minimum and maximum framework for vocational tuition fees; regulations on scholarships, subsidies, loans for vocational training, support for internship and vocational training costs so as not to become barriers for students.
