Hung Yen province is currently building many industrial parks and urban areas that attract a large number of workers from other provinces. Notably, many workers are involved in buying, selling, storing, and using drugs, affecting local security and order.
Faced with this situation, Hung Yen provincial police have been implementing synchronous measures to combat crime and drug abuse.
"Keeping" workers with drugs
Recently, in village 14, Nghia Tru commune, Van Giang district, the Working Group of the Drug Crime Investigation Police Department of Hung Yen Provincial Police coordinated with Nghia Tru Commune Police to arrest Lo Van Hong (born in 1994), residing in Thuan Chau district, Son La province, for possessing 0.326g of heroin. Through interrogation, Hong confessed that the drugs were paid for by two subjects named Toan and Chung.

On the same day, the Provincial Police Department issued an emergency search warrant and an emergency detention warrant for three related subjects: Hoang Manh Toan (born in 1989), Luu Ha Tuyen (born in 1978), both residing in Yen Bai ; and Pham Van Chung (born in 1997), residing in Thuong Xuan district, Thanh Hoa province. According to the investigation documents, Toan, Chung, and Tuyen all paid workers with drugs.
The situation of "wing leaders", "drug addicts", business owners hiring and employing drug addicts and illegal drug users is due to cheap labor; even paying with drugs is not uncommon.
To cause this situation, according to Lieutenant Colonel Nguyen Quoc Binh, Head of the Drug Crime Investigation Department, Hung Yen Provincial Police, because the two districts of Van Lam and Van Giang are adjacent to the capital Hanoi, investors have focused on building many projects. From there, many workers from all over the place have flocked here.
At peak times, the two districts of Van Giang and Van Lam had 30,000 workers; mainly ethnic minorities residing in the provinces of Dien Bien, Son La, Hoa Binh, Ha Giang, Lao Cai, etc., renting 3,500 rooms from 4,860 businesses and families.
The number of workers from the localities has increased dramatically, contractors do not pay attention to recruitment, leading to a large number of workers from ethnic minorities in the Northern mountainous region illegally using drugs, negatively affecting the security and order situation in the locality.
Lieutenant Colonel Nguyen Quoc Binh informed that initially, through rapid testing, 23% of the total 19,000 workers in the two districts of Van Giang and Van Lam were found positive for drugs.

Drugs are easily found on the streets of urban areas.
In Van Giang and Van Lam districts, although the provincial police force and district police have made efforts to implement many measures and solutions, the situation of drug law violations in the two areas is still complicated.
Mr. Trinh Quang Phong, head of village 14, Nghia Tru commune, Van Giang district, Hung Yen said that since the construction of 2 urban areas in the commune began in early 2022, because village 14 is small and there are too many workers coming back, it has led to many consequences. Among them, the most prominent is the illegal buying, selling and using of drugs.
Pointing to the cemetery area of Nghia Tru commune, Mr. Phong said that before April 20, 2023, from the road running down to the cemetery, in the morning, at noon, and when workers came home from work, drug buying and selling activities took place openly.
“ On both sides of the road leading to the cemetery, syringes were thrown haphazardly on the ground, stuck in the roots of trees. In the cemetery area, there was a banana garden, a grapefruit garden, at that time, syringes were stuck all over the banana roots and grapefruit. It looked very disgusting, making people very confused and scared, ” said Mr. Phong.

Regarding this issue, Major Nguyen Minh Trang, Deputy Chief of Nghia Tru Commune Police, Van Giang District, affirmed that before April 20, the drug situation in the commune was very complicated. The commune police force was thin, so the entire force tried their best to propagate, mobilize, and explain to the "wing leaders" and "heads" about the dangerous nature of drugs. Due to the complicated area, the commune is also the first unit in the province to have 9 regular police officers working in the commune.
“ The “ringleaders”, teams, use 10, 20 drug addicts and pay them with drugs, making it very difficult to manage. Up to now, we have propagated to all residents, landlords, and camps to sign a commitment that when they discover drug addicts or drug users, they must immediately report to the commune police to encourage them to go to drug rehabilitation, or return them to the local police, ” said Lieutenant Colonel Minh Trang.

Lieutenant Colonel Dam Hong Giang, Deputy Head of Van Giang District Police, Hung Yen Province, said that in the face of the complicated drug situation, the district police force has coordinated with the Drug Crime Investigation Police Department, professional departments of the Provincial Police, district and town police, and deployed 5 checkpoints in areas with complicated drug situations.
In addition to preventive measures, the police force also conducts general inspections of residences, landlords, construction site management boards, etc., requiring these places to sign a commitment not to hire drug users. At the same time, coordinate with other departments to collect syringes in cemetery areas and promote drug prevention.
In addition, the district police also coordinated with medical forces to organize drug testing for workers.
Over the past month, from April 20 to now, Van Giang district police have discovered over 700 cases positive for drugs, imposed administrative fines and handed over nearly 600 cases to local police for monitoring and management.
Along with prevention work, the police force focused on arresting and strictly handling subjects who illegally buy, sell, and store drugs. So far, after more than a month, 42 cases have been arrested and 46 defendants have been prosecuted.
