The content of the question and answer session at the 19th session of the 14th Provincial People's Council received a lot of attention from voters and people when many urgent issues in life were mentioned by the Provincial People's Council delegates and were frankly acknowledged and responsibly answered by all levels and sectors, with many very positive solutions being proposed.

Tighten management of fire prevention and drug control
In recent times, Quang Ninh province has paid special attention to fire prevention and fighting and drug prevention. However, faced with high risks of fire and explosion and the increasing trend of drug trafficking and use in the province, provincial People's Council delegates have frankly questioned the leaders of the provincial police.
Regarding fire prevention and fighting, 3 delegates of the Provincial People's Council questioned the Deputy Director of the Provincial Police. According to the delegates, Quang Ninh province has a high rate of urbanization, with many potential risks of fire and explosion. Although training and professional development for grassroots fire prevention and fighting forces have been organized and propaganda on fire prevention and fighting has been promoted in many diverse and appropriate forms to raise awareness of self-prevention and self-management in agencies, businesses and communities. However, in the first 6 months of the year, the whole province still had 59 fires, mainly small fires (28 cases less than in 2023).

Currently, through understanding the situation, fire prevention and fighting work in apartment buildings, markets, business establishments, industrial clusters, industrial parks, tourist ships ... has many shortcomings, with many potential risks of fire and explosion. Therefore, the delegates of the Provincial People's Council requested that all levels and sectors need to have very specific solutions to prevent and proactively take fire prevention and fighting measures right at the grassroots level.
Responding to questions about this content, Colonel Nguyen Thuan, Deputy Director of the Provincial Police, affirmed that in the coming time, there will be organized experience sessions, fire fighting and rescue practice sessions in the locality on weekends so that people can access knowledge, experience and practice in reality. At the same time, the Provincial Police will advise and coordinate to consolidate the organization and promote the effectiveness of on-site fire prevention and fighting forces; guide and request establishments and enterprises to establish and arrange enough on-site fire prevention and fighting forces in all shifts and work groups and organize training and professional development for these forces; invest in and purchase fire prevention and fighting equipment with the motto "4 on-site"; strengthen inspection, re-examination and handling of violations in fire prevention and fighting and rescue; assign working groups to regularly urge, guide and support establishments and enterprises to implement solutions to overcome shortcomings and violations, remove difficulties and obstacles in fire prevention and fighting and rescue work. Along with that, it is necessary to maintain and effectively promote self-management models on fire prevention and fighting such as: "Fire Prevention and Fighting Safety Inter-family Group", "Public Fire Fighting Point", "Fire Prevention and Fighting Safety Enterprise Cluster", "Fire Prevention and Fighting Safety Self-Managed Cruise Ship".

Regarding drug prevention, 5 delegates of the Provincial People's Council questioned the leaders of the Provincial Police and all levels and sectors. Many delegates said that currently, in addition to taking advantage of conditional service establishments such as karaoke, clubs, pubs, bars, etc. to organize illegal drug use, there is now a trend of moving to other locations such as apartments, rental apartments, condotels, motels, overnight ships; illegal use of drugs among the workforce in industrial parks, economic zones, construction camps; especially the use of synthetic drugs, mixed drugs among teenagers, students.
To solve this problem, the provincial police leader said that there needs to be close coordination between forces, promoting the core role of the people's police force and the newly established grassroots security force to grasp the situation, regularly check residential areas, construction camps, industrial parks, and apartment buildings; regularly review and promptly overcome loopholes and shortcomings in state management, especially border management, import-export management, immigration management, management of industries and businesses with security and order conditions such as bars, dance clubs, karaoke, accommodation establishments... managing foreigners residing and operating in Quang Ninh, managing cultural and entertainment service activities, preventing drug abuse and preventing criminals from taking advantage of activities.

To clarify more about drug prevention work among adolescents, teenagers, and students, Ms. Nguyen Thi Thuy, Director of the Department of Education and Training, said that she will continue to promote propaganda work, classify students by grade level to have propaganda measures appropriate to their psychology and age, and focus on disadvantaged students, students in especially difficult circumstances, students in high-risk areas, especially students living in families with drug addicts.
Regarding voters and people's concerns about the situation of teenagers smoking e-cigarettes, heated tobacco products and drugs "disguised" as e-cigarettes, Ms. Nguyen Thi Hien, Director of the Department of Industry and Trade, said that she will coordinate with relevant units to propagate in schools about the harmful effects of e-cigarettes; the police, border guards and market management forces will strengthen inspection and handling of violations, especially at the border to prevent smuggling into the area.
Removing "bottlenecks" in production capital support
Resolution No. 185/NQ-HDND dated December 8, 2023 of the Provincial People's Council has allocated 300 billion VND of capital for production development to implement the Overall Program for Sustainable Socio-Economic Development, ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas in conjunction with the implementation of national target programs for 9 localities. According to many delegates, up to now, this support capital has not been fully disbursed, affecting the efficiency of capital use. This is a content that many voters and people are interested in, especially in mountainous, border, island, and ethnic minority localities of the province.

Explaining this content, Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, said: The Provincial People's Committee has issued many documents directing, managing, and guiding agencies, units, and localities to disburse capital to support production development for people. However, due to institutional and policy problems, weak implementation, the disbursement of capital to support production has not met expectations.
The reasons are pointed out as the planning for the development of concentrated production areas and the heads of the production linkage chains; the conditions of household groups and cooperatives registering to implement projects under each National Target Program do not meet the minimum rate; in which, people from poor households, near-poor households, and newly escaped poverty households are 50% to implement the National Target Program for Poverty Reduction and the production location is not in the commune or village with special difficulties, so it is not eligible for support for production development under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas.

Since then, by the end of June 2024, the total disbursed funds have only reached over 35 billion VND (Dam Ha district over 28 billion VND; Ba Che district over 5 billion VND; Binh Lieu district 1.2 billion VND; Tien Yen district 96 million VND). Other localities that have not yet proposed to use the funds are proposed to recover them to the budget with a total recovered fund of 264.638 billion VND.
Faced with the current situation of slow disbursement of capital to support production development, Comrade Nguyen Xuan Ky, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, requested the Provincial People's Committee to focus on directing relevant departments, branches and localities to review the implementation process of the province's and the Central's policies, especially the implementation of policies and regulations in the past to clarify objective and subjective shortcomings in the implementation process. Thereby, drawing experience in making estimates for the following year. There is an assessment of capital efficiency, budget implementation efficiency, ensuring that capital is deployed to the people, to policy beneficiaries with new production capacity and better material life. Regarding the capital source for 2024, based on the proposal of the Provincial People's Committee, the Provincial People's Council will consider requesting the Bank for Social Policies to have a specific plan with localities to quickly deploy this capital source to people with needs to focus on production development.

Departments, branches, sectors and local People's Committees need to continue to review, focus on removing existing difficulties, and provide close guidance to people in agricultural production, especially in building projects on production chains linking key products, OCOP products, and projects on developing concentrated fruit tree production in localities. The province's guiding viewpoint is that it is not allowed to "abandon" people in implementing production development; at the same time, it is necessary to focus on researching and building high-value production development models.
The Provincial Party Secretary emphasized: With the same mechanism and policy, some localities have good disbursement, while others have difficulty disbursing. Is there a lack of responsibility on the part of leaders in leading, directing, operating and organizing implementation by subordinates? From there, he requested that localities must enhance their responsibility in managing and using capital sources for the right goals and purposes of the program, preventing corruption, negativity, profiteering, and group interests; during the implementation process, beneficiary localities need to implement in an objective, public, transparent, and democratic manner according to the motto "People know, people discuss, people do, people inspect, people supervise, and people benefit".
After half a day of urgent, serious and responsible work, the question and answer session at the 19th session of the 14th Provincial People's Council was a great success, receiving consensus and high appreciation from the Provincial People's Council delegates, voters and people.
