Reflecting to VietNamNet, residents of Nhieu Ha residential group (Doi Ngo town, Luc Nam district, Bac Giang province) said that the coal gathering and transfer activities of Hoang Ninh Group Joint Stock Company have caused dust and noise, greatly affecting the lives of local people.
On sunny days, when the coal yard is in operation, especially when crushing and screening coal, trucks enter and exit the yard, causing dust to fly everywhere. On rainy days, black coal water flows onto the roads, into people’s houses and seeps into the ground. In the residential area, there are many cases of respiratory diseases suspected to be caused by coal dust.
According to VietNamNet reporters, on October 31, many households in Nhieu Ha residential group gathered in front of the gate of Hoang Ninh Company to block coal trucks from entering and leaving. People even installed cameras opposite this company for easy monitoring.
About 50 meters from the coal yard, Mrs. Nguyen Thi Be's house is almost always closed and locked, with curtains installed on all the doors to prevent coal dust from flying in. Outside on the balcony, coal dust flies in and condenses into a thick black layer.
"We do not prohibit them from doing business, but we must ensure safety. With the naked eye, we can see the impact of the coal storage yard. Every day I don't sweep the house, I can see a thick layer of coal dust on the balcony," Ms. Be shared.
Mr. Ho Huu Hien (in Nhieu Ha residential group) said that the wind blew coal dust into people's houses, especially affecting high-rise buildings.
"My wife and I retired and returned to our hometown to enjoy the fresh air, but the more we wished, the more disappointed we became. At night, the dump trucks dumping coal made a lot of noise," Mr. Hien shared.
Another resident, Ms. Nguyen Thi Dung, said that the coal gathering site has been operating since 2016, and for the same number of years, people in Nhieu Ha residential group have been affected. The residents have repeatedly sent petitions to the authorities but have not been thoroughly resolved.
"More than 100 of us have sent a joint petition to all levels and sectors, but it has not been thoroughly resolved. So we have come here to set up tents and block vehicles from entering the coal wharf to save ourselves," Ms. Dung shared.
Regarding this issue, speaking with VietNamNet reporter, Mr. Dao Xuan Hai, Chairman of Doi Ngo town People's Committee admitted that the coal gathering of Hoang Ninh Company caused environmental pollution, making the people very upset.
"The town invited households in Nhieu Ha residential group and businesses to work and have a dialogue. Thereby, requiring Hoang Ninh Company to strictly comply with regulations on environmental protection, registered business lines, and take measures to limit pollution during operations. However, the people did not agree, so they set up camps, preventing coal trucks from entering and leaving," said Mr. Hai.
According to Mr. Hai, immediately after learning about the situation, the town reported to the District People's Committee to take preventive measures. After that, the authorities mobilized people to remove their tents, not gather in large numbers, and asked Hoang Ninh Company to stop operating until there was an official conclusion from the Provincial People's Committee.
Immediately afterwards, the people dismantled their tents, but on October 31, people still gathered at the gate of Hoang Ninh Company to monitor the company's activities.
On the afternoon of October 31, Mr. Dang Van Nhan, Chairman of the People's Committee of Luc Nam district, affirmed that Hoang Ninh Company operates with full licenses but causes environmental pollution.
"Currently, we are coordinating with the Provincial People's Committee to temporarily suspend the operations of this company. The authorities are also urging people not to set up camps that affect security and order," said Mr. Nhan.
It is known that in 2016, the People's Committee of Bac Giang province decided to approve Hoang Ninh Service and Trading Company Limited (now Hoang Ninh Group Joint Stock Company) to implement the project of building a coal gathering and transit yard with a designed capacity of 35,000 tons/year.
The project is located at the riverside of Cay Da Tho wharf in Nhieu Ha village, Tien Hung commune (now Nhieu Ha residential group, Doi Ngo town), with a land use area of 18,000m2. The project implementation period is 35 years from the date of the investment policy decision.
