Along with that is the national action plan on pollution remediation and air quality management for the 2025-2030 period, with a vision to 2045.
Focus on handling air pollution
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to coordinate with ministries and branches to urgently complete and submit to the Prime Minister a comprehensive environmental pollution treatment plan with a comprehensive approach to all pollution components (air, water, solid waste, etc.).
In the immediate future, the focus will be on air pollution treatment, with specific plans for 34 localities. Hanoi and Ho Chi Minh City, the two cities most affected by pollution, will be the focus of the plan with breakthrough solutions, which will then be expanded nationwide as planned.
Review national technical regulations and environmental quality standards, study international experiences. Amend and supplement them to improve and approach the standards of advanced countries in the world (Korea, Japan, Nordic countries, etc.) and recommendations of the World Health Organization (WHO), ensuring the protection of human health.
The Deputy Prime Minister noted the need to accurately assess the current state of air pollution with AQI indexes of PM 2.5 , SO 2 , CO, NO 2 ... on average daily, weekly, monthly, quarterly, and yearly to set target indexes to be achieved for 5 years and a roadmap to reduce and achieve annually.
Invest in building and completing the national environmental monitoring system in a synchronous, automatic, and modern manner, according to the National Environmental Monitoring Master Plan, to be completed in the third quarter of 2026.
Note the incorporation of AI to monitor and provide continuous data on air quality to citizens, researchers and the Ministry of Health.
The Ministry of Industry and Trade shall preside over the promulgation of national technical regulations/standards for electric vehicle charging stations installed in public places, centralized parking areas, and rest stops; national technical regulations on safety for apartment buildings (existing apartment buildings, newly built apartment buildings) with electric vehicle charging stations/posts installed, to be completed before October 15.
Tighten management of old vehicles, have a roadmap to convert to green vehicles
The Ministry of Construction proposed amending regulations on road motor vehicle emission inspection to tighten management of old vehicles that do not meet environmental standards, to be completed in the fourth quarter of 2025.
The testing facilities conduct research and provide identification for vehicles that meet the requirements.
The People's Committees of Hanoi and Ho Chi Minh City need to focus on developing and promulgating detailed and comprehensive action plans with specific roadmaps, reporting to the Prime Minister before approval; promptly announcing and publicizing the roadmap for switching to green means of transport, along with specific and feasible support policies for people and businesses to agree and implement.
The two cities must review and re-plan industrial parks, industrial clusters, and craft villages; develop a roadmap, mechanisms, and policies to relocate polluting facilities out of inner-city and residential areas; research and promulgate local environmental regulations and standards at a level more stringent than national standards to protect people's health, especially in heavily polluted or densely populated areas.
