Exchange of experiences in handling administrative procedures

BTO-On the morning of June 30, the Department of Administrative Procedure Control (DACP) - Government Office held an online conference to exchange experiences in implementing Government regulations on implementing the one-stop shop and inter-connected one-stop shop mechanisms in handling administrative procedures. Comrade Ngo Hai Phan - Director of the Department of Administrative Procedure Control chaired the conference.

Deputy Chief of Office of the Provincial People's Committee Nguyen Duc Hai Tung attended the conference at Binh Thuan bridge point.

Attending at the Binh Thuan province bridge point were Mr. Nguyen Duc Hai Tung - Deputy Chief of Office of the Provincial People's Committee; representatives of leaders of relevant departments, branches and units.

At the conference, delegates heard reports on the implementation of Decree No. 61 and Decree No. 107 of the Government; Decision No. 468 of the Prime Minister . Specifically, after 2 years of implementing the innovation of the one-stop-shop and one-stop-shop mechanisms in handling administrative procedures, many remarkable results have been achieved. Typically, the digitization of records and results of handling administrative procedures has been carried out according to the set schedule, in which the digitization of records and results of handling administrative procedures is linked to the process of performing tasks, receiving and handling administrative procedures. To date, 32.05% of the results of handling administrative procedures have been issued with legally valid electronic copies for reuse; 67.32% of administrative procedure records have been digitized. Through digitalization in receiving and resolving administrative procedures, it has helped enrich, clean, and revitalize data of national databases, specialized databases, and form large data warehouses to serve the resolution of administrative procedures, provide public services, etc.

In Binh Thuan, administrative procedures of all levels and sectors have been reviewed, administrative procedures and a list of administrative procedures under the jurisdiction of local authorities have been announced; agencies and localities have maintained good implementation of the one-stop and one-stop mechanism in handling administrative procedures. In addition, the province has implemented vertical administrative procedures to receive dossiers at the One-stop Department at all levels according to the approved list; implemented the handling of administrative procedures in the form of interconnection at the same level and interconnection between government levels. At the same time, it has received and handled feedback and recommendations from individuals and organizations regarding administrative procedures under the jurisdiction of the province according to regulations...

In the coming time, Binh Thuan will continue to focus on reforming administrative procedures to better serve people and businesses; each level and each sector will proactively implement digital transformation, apply information technology, apply connected databases such as: databases on population, land, household registration, enterprises, social insurance, civil servants, databases of policy and social protection subjects... in managing and handling administrative procedures. Thereby, contributing to reducing administrative paperwork, time costs, and unofficial costs of people and businesses. The Provincial People's Committee Office will take the lead in coordinating inspection and review to ensure that by 2023, the progress and results of handling administrative procedures of the province on the National Public Service Portal System will reach a rate of 100%...

Concluding the conference, Director of the Department of Administrative Procedure Control - Ngo Hai Phan requested ministries, branches and localities to continue reviewing and effectively and timely implementing the tasks of innovating the implementation of the one-stop and one-stop mechanism in handling administrative procedures. Promote the digitization of records and results of handling administrative procedures; review, evaluate and restructure the entire business process of online public services provided on the National Public Service Portal in a way that is convenient for people and businesses...
