On the morning of January 11, the People's Committee of Hoa Binh province coordinated with Hua Phan province, Lao People's Democratic Republic to organize the ceremony to award the Development Medal, Labor Medal, Labor Medal and Certificate of Merit from the Government, Lao People's Democratic Republic to collectives and individuals of Hoa Binh province with outstanding achievements in implementing the Project to build Hua Muong District High School, Hua Phan province, period 2019-2024.
Delegates from Hua Phan and Hoa Binh provinces attended the ceremony.
Attending the ceremony, Hua Phan province had comrade Kham Pheng Xay Som Pheng, member of the Party Central Committee, Secretary - Governor of Hua Phan province and the delegation. Hoa Binh province had comrades: Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Chuong, Vice Chairman of the Provincial People's Committee and leaders of a number of departments, branches and sectors.
The project to build Hua Muong District High School, Hua Phan Province in the 2019-2024 period uses non-refundable aid from the Vietnamese Government to the Lao Government, jointly implemented by the People's Committee of Hoa Binh Province and the People's Committee of Hua Phan Province. After nearly 4 years of construction, the project was completed, handed over and put into use on June 3, 2024, and completed the appraisal of investment capital settlement (capital of the Vietnamese Government). The project has a total investment of 156.2 billion VND, of which the aid capital of the Vietnamese Government is 126.6 billion VND, the counterpart capital of the Lao Government is 29.6 billion VND. The scale of investment is from Vietnam's aid capital with the main items invested in synchronous and modern equipment, including: 2-storey classroom building, 16 classrooms; 1 multi-purpose building, 1 administrative - principal building, 2 floors with 8 offices; department building - library; dormitory; dining room and auxiliary items. Through the actual time of use, the project initially shows the investment efficiency, meeting the requirements in teaching and learning of teachers and students of the school.
Comrade Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a welcome speech at the ceremony.

Speaking at the ceremony, Mr. Bui Duc Hinh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: The project to build Hua Muong District High School, Hua Phan Province in the period of 2019-2024 is a very meaningful gift from the Government and People of Vietnam to the Government and People of Laos. Hoa Binh Province is honored to be assigned by the Government to be the project owner, to coordinate with Hua Phan Province to deploy and complete the project on schedule, with good quality, ensuring high requirements on technique and aesthetics.
Recognizing the efforts and hard work of the groups and individuals directly involved in the project, the Chairman of the Provincial People's Committee believes that the project, when put into operation, will create favorable conditions for students' learning and teaching and management of school teachers, improving the quality of education from junior high school to high school in Hua Muong district, Hua Phan province. It is expected that the project, when completed, will train local staff, opening up a new and promising direction foreducational development and improving the intellectual level of Hua Muong district.
The Chairman of the Provincial People's Committee wished the leaders of Hua Phan province and delegates good health, happiness and success. May the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos be forever green and sustainable.
Speaking at the ceremony, comrade Kham Pheng Xay Som Pheng, member of the Party Central Committee, Secretary - Governor of Hua Phan province emphasized: Vietnam - Laos, Hoa Binh - Hua Phan have a long-standing tradition of solidarity. Hua Phan province has always received help and support from Hoa Binh province, which is the cultivation of special friendship and comprehensive cooperation, actively and firmly contributing to the protection and socio-economic development of Hua Phan province. In gratitude and recognition of such great contributions, Hua Phan province has proposed that the Government of the Lao People's Democratic Republic award the Development Medal, Labor Medal and certificates of merit to collectives and individuals...
On this occasion, the Lao Government awarded the First Class Development Medal to the Hoa Binh Provincial People's Committee; the Second Class Labor Medal to 2 collectives and 5 individuals; the Third Class Labor Medal to 4 individuals; the Labor Medal to 5 individuals; and certificates of merit to 3 collectives for their achievements in building Hua Muong District High School, Hua Phan Province in the period 2019-2024.
