(QBĐT) - On the afternoon of September 18, the Ministry of Agriculture and Rural Development (MARD) held an online meeting with relevant ministries, departments, branches and localities on response to the tropical depression (ATNĐ) that is likely to strengthen into a storm. Deputy Minister of MARD Nguyen Hoang Hiep chaired the meeting.
Attending at the Quang Binh bridge point were comrades of the Provincial Party Standing Committee: Doan Ngoc Lam, Permanent Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Disaster Prevention, Control and Search and Rescue (PCTT-TKCN) and the Provincial Civil Defense Command (PTDS); Colonel Doan Sinh Hoa, Commander of the Provincial Military Command; members of the PCTT-TKCN Steering Committee and the Provincial PTDS Command; representatives of leaders of relevant units.
According to the National Center for Hydro-Meteorological Forecasting, at 3:00 p.m. on September 18, the location of the tropical depression was at about 16.9 degrees North latitude, 112.4 degrees East longitude, about 455km from Da Nang City. The strongest wind reached level 7 (50-61km/h), gusting to level 9. It is forecasted that in the next 3 hours, the tropical depression will move westward, at a speed of about 10-15km/h. The tropical depression may strengthen into a storm and cause widespread heavy rain in the central provinces.
In Quang Binh province, from September 17 to the morning of September 18, there was rain in the province, with rainfall measured from 74mm to 106mm. By 7:00 a.m. on September 18, the whole province had 51 vehicles/327 workers operating at sea. Specifically, in the southern Gulf of Tonkin, there were 43 ships/278 workers (the ships are expected to come ashore to take shelter from the tropical depression on the afternoon of September 18); in the sea from Quang Tri to Quang Ngai, there were 8 vehicles/40 workers (currently anchored to avoid the wind in front of Tinh Ky/Quang Ngai estuary, not yet completing entry procedures). The vehicles are moving ashore to take shelter. Currently, the water level of reservoirs in the province has reached 28% of the design capacity.
To proactively respond to the tropical depression that may strengthen into a storm, the Provincial Steering Committee for Natural Disaster Prevention and Control and the Provincial Steering Committee for Disaster Prevention and Control have directed localities and units to continue strictly implementing telegrams; closely monitor the news of the development of tropical depression and the situation causing rain to deploy appropriate and timely response measures according to the "4 on-site" motto; continue to call for and guide ships to safe shelters; organize guidance and arrange for anchoring of ships; check and review the implementation of measures to protect dikes and coastal erosion locations, especially weak dikes and embankments facing the sea, which have had incidents or are under construction, coastal areas with erosion that are at high risk of directly affecting residents and important infrastructure; protect houses, headquarters, schools, warehouses, production, business and service establishments, high poles and towers, trees; trim tree branches in the corridor of the power grid and communications; Review and inspect residential areas along rivers, streams, outside river banks, areas at risk of flooding; residential locations, stations, and camps at risk of landslides and flash floods; proactively evacuate and relocate people, officers, soldiers, employees, and workers to safe places...
Speaking at the meeting, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep requested ministries, sectors, and localities to continue calling on ships to take shelter in safe places; pay attention to areas that are often flooded in urban areas; move people's assets to safe places; quickly harvest rice with the motto "green house is better than old field"; urgently harvest aquaculture cages and rafts; review unsafe water reservoirs to have a treatment plan...
Immediately after the online meeting with the Ministry of Agriculture and Rural Development, Mr. Doan Ngoc Lam, Standing Vice Chairman of the Provincial People's Committee, inspected the response to natural disasters at the Cua Phu Storm Shelter (Bao Ninh Commune, Dong Hoi City). Accompanying him were Mr. Doan Sinh Hoa, Commander of the Provincial Military Command; representatives of relevant departments, branches and units.
Cua Phu storm shelter area currently has more than 500 fishing boats of fishermen from Quang Binh and other provinces anchoring to avoid natural disasters. The Standing Vice Chairman of the Provincial People's Committee Doan Ngoc Lam requested that the functional forces need to guide fishermen to anchor and take shelter from natural disasters safely; absolutely not be subjective, because the storms and rains are complicated; have plans for fire prevention and fighting at the anchorage area...
Next, the Standing Vice Chairman of the Provincial People's Committee inspected the response to natural disasters at the construction site of Nhat Le 3 Bridge. He requested the construction unit to take measures to ensure the safety of people and property; quickly lower cranes and scaffolding to avoid collapse from strong winds; have plans to protect and relocate materials and equipment to avoid damage and loss; and install safety warning signs when the tide rises and falls so that fishing boats can safely pass through the bridge...
