On July 9, in Hanoi, the Politburo and the Central Party Secretariat held a national conference to disseminate Regulation No. 144-QD/TW of the Politburo on revolutionary ethical standards of cadres and party members in the new period; Directive No. 35-CT/TW of the Politburo on party congresses at all levels towards the 14th National Party Congress. The conference was held directly from Dien Hong Hall, the National Assembly House and online to 15,644 central agencies, provincial and municipal party committees directly under the Central Government and commune-level party committees, with more than 1.28 million party members attending.

In Thai Nguyen , the Conference was connected to 217 points across the province. Attending at the Thai Nguyen Provincial Party Committee point were comrade Trinh Viet Hung, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; comrades of the leaders of the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee; comrades of former leaders of Thai Nguyen province through the periods; leaders of departments, branches, sectors and Party Committees under the Thai Nguyen Provincial Party Committee; press agencies of the province.
At the Conference, delegates watched the documentary "Revolutionary ethics are the root and foundation of revolutionaries". The Conference listened to Comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department, thoroughly grasp the content of Regulation No. 144. This is a step to concretize Conclusion No. 21 of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation"; affirming the special attention of the Central Committee on the importance of Party building work in terms of ethics, especially in the context of the Party stepping up the prevention and fight against corruption and negativity, building and rectifying the Party and the political system to be truly clean and strong, so that our Party "is ethical and civilized".
Regulation 144 also clearly and specifically states the criteria and standards of revolutionary ethics that cadres and party members need to implement, meeting the requirements and revolutionary tasks in the new period. The important and core thing in implementing Regulation 144 is to make each cadre and party member truly deeply imbued with the Regulation; make revolutionary ethics become a distinctive and outstanding feature of cadres and party members; become a sharp weapon, overcome all challenges and temptations, repel all risks of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" within the organization; promote the building and consolidation of the foundation of ethics, social culture, making Vietnamese culture and people truly become an endogenous strength, a driving force for national development and protection.

Next, the delegates listened to Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, disseminate the contents of Directive No. 35. Directive No. 35 clearly orients the viewpoints, principles, goals, requirements and basic contents of preparing for party congresses at all levels so that party committees and organizations can disseminate, lead, direct, concretize and organize implementation at their level; ensuring synchronization and unity in the entire political system. The Politburo set out 7 requirements for the preparation and organization of party congresses at all levels for the 2025-2030 term, in which, the preparation and organization of party congresses at all levels must be led and directed by party committees at all levels in accordance with the Party's regulations and principles; improve the quality of party congress documents at all levels; forecast the situation, clearly identify strengths, orientations and development focuses. Personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of the leadership team and the head according to regulations, ensuring high solidarity and unity, being cautious in every step, "doing things with certainty"; there must be effective screening mechanisms and criteria so as not to "miss" those who are truly virtuous and talented...
Speaking at the Conference, regarding Regulation No. 144 on revolutionary ethical standards of cadres and party members in the new period, Comrade Luong Cuong, Politburo member, Standing member of the Secretariat, requested that each Party Committee, Party organization, cadre and party member must always raise awareness of the importance of the Regulation, grasp and deeply understand Regulation No. 144. He emphasized that each cadre and party member must voluntarily study, strive, cultivate, practice, "self-reflect", "self-correct" according to revolutionary ethical standards. At the same time, the entire political system is required to step up propaganda among the people, so that the people are clearly aware of the Party's political determination in the work of building and rectifying the Party and the political system; fighting against corruption and negativity; building a truly clean, strong and comprehensive Party and political system; actively participating in supervising the implementation of revolutionary ethical standards by cadres and party members; fight to eliminate views and behaviors that are contrary to revolutionary ethics...

Regarding Directive No. 35, Standing member of the Secretariat Luong Cuong requested that each locality, agency and unit at all levels need to organize well the dissemination of the Politburo's directive, relevant regulations and instructions of the Central Committee and of the direct superior Party Committee, ensuring that Party members throughout the Party grasp, understand, implement correctly and synchronously, consistently from the Central Committee to the grassroots level; prepare well the draft documents to be submitted to the congress; organize well the discussion and contribution of opinions to the draft documents of their level and the superior level. Regarding personnel work, it is necessary to ensure the direct and comprehensive leadership of the Party Committee, while promoting the responsibility of the head according to regulations. The implementation process must be done in accordance with principles and procedures, promote democracy, maintain discipline in the work of selecting, introducing and electing Party Committees at all levels. In addition, it is necessary to select the right person, the right person based on standards and conditions.
Candidates for the new Party Committee must be those with political courage, firm ideological stance, exemplary ethics and lifestyle, pure, dynamic, creative, daring to think and act, truly exemplary in intelligence, ethics, prestige, practical capacity, and trusted by cadres, Party members and people. Do not let unqualified cadres into the Party Committee, especially in key and leading positions at all levels. In parallel with leading the preparation and implementation of Party Congresses at all levels, the Standing Secretariat also requires leading the successful completion of political tasks of localities and units, closely linked with strengthening the work of building and rectifying the Party and the political system.
